I-130 filing online

Recently my fiancee denied for K-1 visa. We are planning to get married and apply for K-3 visa. Can I apply online or it has to be only on paper.

I completed the K3 spouse application as a PDF format... then I printed it out and mailed it in. However, I only applied for the K3 (I-129F) visa after completing the I-130 petition. Please view my timeline.

You must mail your paper. There is NO online filling for I130 or K1-k3.

Only by paper. High odds it'll be a IR-1/CR-1. So far, only four K-3 visas were issued from 01/01/19 to 08/31/19; all of them in Ciudad Juarez:

Yes, but is that also true for the I-129F filed later?  Note that there will be no K3 visa, but filing the I-129F, might possibly get the I-130 approved more quickly.
