The child can visit if they have a valid tourist visa, but there's nothing the I-130 grants in terms of visiting or staying while the case processes.

Theoretically a student visa can apply, although I'm not confident on how practical it would be to actually obtain one (demonstrating the necessary non-immigrant intent would be difficult IMO).

 I read that this morning on the USCIS site. tourist visa from Philippines are almost mythical

Unless one is elderly or very well off, that's pretty much the case, unfortunately.

There is no realistic way for the daughter to visit.  You would have been better served to come for advise before she returned to Philippines.  Now the only option is the I-130 which will take at least a year.  Your wife can ask to expedite at each step citing that the daughter is not well supported but that fact should have been know before the daughter returned.   Mom needs to send money for the daughter and hope it is spent wisely.

June 15, 2018  I-130 DCF Appointment in Juarez  -  June 18, 2018  Approval E-Mail

August 2, 2018 Case Complete At Consulate

September 25, 2018 Interview in CDJ and Approved!

October 7, 2018 In the USA

October 27, 2018 Green Card received 

October 29, 2018 Applied for Social Security Card - November 5, 2018 Social Security Card received

November 6th, 2018 State ID Card Received, Applied for Global Entry - Feb 8,2019 Approved.

July 14, 2020 Removal of Conditions submitted by mail  July 12, 2021 Biometrics Completed

August 6, 2021 N-400 submitted by mail

September 7, 2021 I-751 Interview, Sept 8 Approved and Card Being Produced

October 21, 2021 N-400 Biometrics Completed

December 10, 2021 US Passport Issued

August 12, 2022 PHL Dual Nationality Re-established & Passport Approved

Ok I misread, never filed left before marriage no AP K1 reinstated within 90 days for Mother so starting from scratch.

If your wife has her GC now she can take an extended (6 months) trip to the child to care for her. Good luck. I wouldn’t be able to sleep at night knowing my child was being neglected on the other side of the world.

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

I-824 does not apply in her case as she received her GC based on a visa obtained through Consulate Approval  She will need to apply for I-130. She can go visit daughter and be with her at embassy

Phase I - IV - Completed the Immigration Journey
