Just trying to figure out what would be the best and fastest,  wife just received her green card . Her daughter of 10 went back to stay with family in Mindanao,  well that's not turning out so good missing  school and not being  fed or cared for properly.  Was wondering  if I 130 or I 824 ,which would be the best . Would like to get her here and finish the process here so she can go to school

I-824 doesn’t make sense here. The only way to bring a qualifying relative to live here permanently is to start with an I-130. Once approved, this will open the path for the relative to apply for an immigrant visa. 

Timeline in brief:

Married: September 27, 2014

I-130 filed: February 5, 2016

NOA1: February 8, 2016 Nebraska

NOA2: July 21, 2016

Interview: December 6, 2016 London

POE: December 19, 2016 Las Vegas

N-400 filed: September 30, 2019

Interview: March 22, 2021 Seattle

Oath: March 22, 2021 COVID-style same-day oath

 

Now a US citizen!

Timewise I think you are looking at a minimum of 1-1.5 years if you started the process now till she could come to the US on an immigrant visa

2) Follow to join for a K-2 is only for 1 year from when the initial K-1 was issued. That time period appears to have passed. An I-130 is needed now.

Hmmm okay I'll check on that , In the I 130 there is a procedure to ask if the child can come here while it is being processed. That's why I came here to get some help to make better informed decision
