The operative VERB of the sentence is "Arrested".  You were not "arrested".

Are you purposefully and willfully avoiding paying for your fare? No, you made a mistake that you got a fine for, you pay that fine or successfully dispute it and you have no issues

That's also New Jersey, not Ontario or even Canada. You're just going to stress yourself out unnecessarily if you keep looking for reasons why it will be an issue. You've had answers from some of the most knowledgable people on this forum (seriously, do the third thing in pushbrk's signature if you haven't already) that are telling you that it is not going to be an issue so save the stress for the rest of the process! 😛
