What would be the possibility of having my fiance getting a Tourist Visa to visit the US? She's a Filipina, but has been working/living in Hong Kong for over 13 years.  What form would be needed, and it has to be filed in the US consulate in HK? Any suggestions or input  are appreciated. Im sure I'll have more questions later..

Well you have not mentioned anything to suggest it would be impossible. She would apply at her local Consulate, HK. Pretty simple process and she can find all the info on the Consulate web site.

Tourist visas from non-VWP countries can be hard to get when an immigrant case is pending, but it doesn't hurt to try. She will need to fill out DS-160 and she will have to provide substantiated proof that she has ties to her country. She can file in Hong Kong if she's legally residing there.

To where she's living. If she's in HK, a lease or mortgage there, auto loans, job letter, etc things that tie her to go back.

Every case varies, but usually having ties to the US is not beneficial on a non-immigrant visa because it shows she has reasons to stay and not return. Have her research proof to home country and see what things she can provide. For most cases, it's a combination of things (financial ties, familial ties, educational ties, employment ties..). It will be up to CO to decide if he/she is convinced and sometimes it's almost as if they've decided before you even interview, but like I said, other than the $265 fee, it doesn't hurt to try.

 

If your plan is later down the road get married and for her to move here (since she's your fiance), then you may want to look into the K1 visa.

Uphill battle for sure, and having you as boyfriend makes that hill much steeper. 

 

There is 0% chance of approval if she doesn't apply, it such a small amount I would have no issue in paying for the application fee, If I was you
