Biometric passport

My fiancee has a Ukrainian biometric passport now.  When she comes to America and we get married and she changes to my last name, what would be the procedure to follow for getting an updated biometric passport with her new last name?  Ukrainian embassy in the U.S. I presume?  We will be about 3-4 hours from the embassy in New York City.

 

Can someone 'in the know' possibly advise in this regard?  Thanks in advance.

It is not mandatory that she do this.  There is only one embassy and that is in Washington DC.  There are consulates that cover certain states,  so if your state of residence is covered by the NY consulate that is where to start.  My ex however found the consulate less than helpful and renewed on a visit back.  This was several years ago so maybe they have changed and actually have begun providing services for their citizens.

Another option would be to change it in Ukraine...if she is planning to go back there any time soon.

She may only do it in Ukraine through her married status being acknowledged in Ukraine (bring marriage certificate with apostille and take it to RAGS), her internal passport changed (wait a month for that) and finally her foreign passport changed (another week). She only can change her foreign passport at the consulate in NYC if she's applied for permanent residence abroad (ПМЖ), surrendered her internal passport and gotten the ПМЖ stamp in her old foreign passport. This can be done in Ukraine (6 months) or at the consulate (12 months). Before that she's consdidered permanently residing in Ukraine, so whatever she needs must be done in Ukraine

PS ПМЖ is a nice thing and it helps to solve certain issues but also creates new ones. If she owns property in Ukraine and sells it as a non-resident, the taxes will skyrocket. Therefore I personally am very reluctant about going through this procedure

Thanks for your perspective.  You have given me something to think about.  She owns a flat but probably wouldn't sell anytime soon... maybe never.  You know, keep it for when we visit her home city.  No need for a hotel or airbnb.  It ain't the Ritz but it's cozy with a mall across the street.  Maybe we won't change her biometric passport after all.
