Nope. Online status is very unreliable and never timely. Always look for the mail.

People from January are just getting approved from Nebraska and up to May approval for California for 2018 PD.  Another 3 - 5 months wait for you.

Yes. I got approved October 8th, My PD was Aug 1 , 2018. Have not heard from NVC and still does not register on the Immigrant Visa website.

Petitioner is LPR, the processing center was California, but it was transferred from, I think, Vermont. I'm in Ohio.
