P3 is the Interview Letter. I received this via Email (no physical mail was sent to me)

Yes, you need P3 because this will be asked for during medical before entering St. Lukes. I'm not sure why they couldnt send it to you through email instead though.

The letter says your fiance can't be interviewed until the US Embassy in Manila (not your fiance) receives the physical case files.

Once your fiance has an email from NVC with his MNL#, he can proceed with his medical at SLEC.  No need to wait for any snail mail.

As for the K1 visa interview, wait for the status on CEAC to show READY before scheduling.

You do NOT need the letter from the embassy to complete the medical.  SLEC does ask for the NVC letter/email though, this you need.   And SLEC asks for a copy of the interview confirmation page ... IF available.

email any and all documents needed for the medical/interview to your fiancee, she can print them out in the Phils

(DO NOT use the mail .. if you must send anything use DHL, UPS, FEDEX.)

SLEC asks for the interview confirmation page from scheduling the interview IF AVAILABLE (so not required).. not the eligibility letter/email the embassy (sometimes) sends
