do i have to submit documents on ceac website or drop off location in pakistan. are they just asking for pictures?

Dear Applicant/Petitioner, 

We have recently reviewed your immigrant visa case. The proof of relationship between the applicant and the petitioner submitted to our office is insufficient. Please provide credible documentary evidence of a bona-fide relationship between the applicant and the petitioner. 
Please send photos with petitioner and principal applicant clearly marked. 

Please upload the documents at https://ceac.state.gov/iv/.

They have clearly written “please upload the documents at (ceac website)”  It’s the last sentence of their message,  before sincerely. 

If I received this message, I would upload photos there, but I might be wrong.

August 7, 2022: Wife filed N-400 Online under 5 year rule.

November 10, 2022: Received "Interview is scheduled" letter.

December 12, 2022:  Received email from Dallas office informing me (spouse) to be there for combo interview.

December 14, 2022: Combo Interview for I-751 and N-400 Conducted.

January 26, 2023: Wife's Oath Ceremony completed at the Plano Event Center, Plano, Texas!!!😁

February 6, 2023: Wife's Passport Application submitted in Dallas, Texas.

March 21, 2023:   Wife's Passport Delivered!!!!

May 15, 2023 (about):  Naturalization Certificate returned from Passport agency!!

 

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

2016-07-07: AOS and IV Package mailed

2016-07-08: NVC Scan

2016-08-08: Case Complete

2017-06-30: Interview, approved

2017-07-04: Visa in hand

2017-08-01: Entry to US

At this point, it sounds as if you need to "pull out all the stops".  You need any and all legal documentation linking both individuals together.  Insurance documents, wills, documentation of time spent together........

Not just pictures, but additional documents that prove a bonafide relationship between petitioner and beneficiary.  What visa type?

Odd for a F3 category. If documentation is insufficient, they might ask for DNA test(s) to establish relationship

No, there is a specified procedure. https://travel.state.gov/content/travel/en/us-visas/immigrate/family-immigration/dna-relationship-testing-procedures.html

Maybe you can contact the embassy and ask if you can provide proof via dna and then follow the procedure.

Who is the petitioner and who is the principal immigrant?

 

Have you petitioned for your married sons/daughters, has one of your parents petitioned for you, or one of your wife’s parents petitioned for your wife?
