It's not necessary to quote a long post or for that matter a short one that has nothing to do with your statement or question.  If you want to direct your post to an individual it's very easy to do. Type "@" and the nik. So using me as the example here is what that looks like @Greenbaum and you'll know if your successful when you see the blue box. What you quoted had nothing to do with your question which only leads to clutter.

 

Now to answer your question. It can take 2-4 weeks to get a copy of your NOA2.

When is the next scheduled shipment date to the embassies?

 

Mine went from nvc to Manila as soon as I registered the mailing address at Manila.. interview date April 8

That may have been an anomaly. The Philippines is a test sight for electronic transfer of case files from NVC and could have gone at anytime or it could only of gone when the "normal" shipment date which the last was the 19th. Or yours, could have gone out prior to that and you hadn't check to see when it arrived. Everything that you have advocated in your text may have happened but it is not the normal path that's why I am having a doubt. :D

 

I just don't want your statement to get someone's hopes up for their embassy when you experienced what happened for USEM. Just keeping it real!

Mine was complete at NVC 03/11/2019 received by USEM 03/13/2019.

Then it did go electronically as is the case with USEM. No physical file was then sent for you. You may not get a "paper file" to carry with you on the plane to your POE as USEM is also a test for the case file to be in the system where immigration has access to it. Good luck on your journey and I wish you nothing but the best for the interview.
