On November 16, 2018, we began reviewing your Form I-130, Petition for Alien Relative, Receipt Number SRC18. We mailed you a notice informing you of the action we intend to take on your case. When did you receive your NOA1? This sounds like you'll be receiving an RFE (Request for Evidence), since it's instructing you to "submit any requested materials".

Usually that is the wording used for a NOID -  Notice of Intent to Deny. They should tell you what you missed and you can act quickly to appeal.

No. An RFE usually states just that: "On DATE we mailed a request for additional evidence for your Form I-130..."

That status update is usually a NOID or outright denial. Sometimes it's an RFE (incorrectly flagged).

A NOID can be responded to directly. A denial would need to be appealed, or to start a new petition.

You will get a letter in the mail with the explanation.
