Traffic infraction = Criminal record

Our Visa has been issued, but during the K1 interview (Kyiv) the consular told the beneficiary that I (Sponsor - USA) had a Criminal record, 5 criminal offenses and seemed to press her on wither she was sure she should go through with it.  They said they could not tell what the crimes were and they were thinking of requesting more information from me about them, but instead they just issued the Visa.  The "crimes" were a speeding ticket and 3 plate renewal that were all dismissed, and a failure to come to a complete stop (23 years ago) that I did pay.  These were civil infractions and I didn't disclose them to the Beneficary so they were pretty worried until I spoke them them.  I was just curious if this is normal?

sounds like they were using scare tactics to try to make the person quit

Normal?  maybe for this embssy

if getting a speeding ticket meant you were a criminal,  most USC's would be criminals / we like to drive fast / i have an old speeding ticket

your complete criminal record was done at USCIS stage and you would not have gone any further

An international relationship where you're applying for immigration benefits for your spouse/fiance is different than an in-country relationship. In the latter you can get away with keeping secrets prior to marriage, but not in your situation. Both sides of the relationship need to tell their partners everything. As you found out, all levels of the government from local/state/federal will share your information. You're fortunate they didn't issue an RFE or even possibly a denial.

Marriage: 2014-02-23 - Colombia    ROC interview/completed: 2018-08-16 - Albuquerque
CR1 started : 2014-06-06           N400 started: 2018-04-24
CR1 completed/POE : 2015-07-13     N400 interview: 2018-08-16 - Albuquerque
ROC started : 2017-04-14 CSC     Oath ceremony: 2018-09-24 – Santa Fe

Not true. You can successfully petition for someone with a record. My husband has a felony conviction for grand theft and successfully petitioned for me. Not even an RFE along the way. I was questioned about his conviction and sentence during the interview but I already knew all about it.

The only crimes that would bar someone from being approved by USCIS would be the AWA crimes.
