A family member is 65 years old but has not been permanent resident for 20 years

I found this on USCIS website.

 

If you are age 65 or older and have been a permanent resident for at least 20 years at the time of filing for naturalization, you will be given special consideration regarding the civics requirement.

 

As I said ...she is 65 years old  already but she has not been permanent resident for 20 years. She has been resident of USA only for last 5 years.

 

Does she still qualify for special consideration ?

 

And I have the same question about the other exception...it says 

  • Age 50 or older at the time of filing for naturalization and have lived as a permanent resident (green card holder) in the United States for 20 years   (commonly referred to as the “50/20” exception).
    OR
  • Age 55 or older at the time of filing for naturalization and have lived as a permanent resident in the United States for 15 years (commonly referred to as the “55/15” exception).
  •  

So just clarifying ...both condition ..age and duration of being green card holder has to meet in order to qualify for exception correct?

[01/10, 2018]  - DAY 323  (day 2149) (N-400) Naturalization Oath Ceremony (5 years, 10 months, 19 days)

[01/10, 2018]  - DAY 001  (day 2149) (US Passport) Applied for US Passport, regular processing

01/25, 2018]  - DAY 015  (day 2164) (US Passport) Passport in hand (5 years, 11 months, 3 days from start of Journey.)

[11/21, 2013] - Day 153 SSN and 10-year GC in hand

correct. it does say "and". both need to be met.

10/17/2018                After 136 days of wait in HELL, finally EAD in production

10/21/2018                Card was mailed to me, and yes it said so on a Sunday night, while Vj-ing

10/22/2018                Card was picked up by the USPS

10/24/2018                EAD in hand. F%^&& finally

12/28/2018                Interview has been scheduled. Waiting for notification with date by snail mail
