After almost 3 months of my fiancé attending so called 'counseling sessions' at the Manila CFO office, they finally release her certificate!  It basically became a fight between me, the counselor all the way up the chain to the Undersecretary.  It didn't hurt that I had the best legal counsel in Manila guiding me/us.  CFO basically spent over an hour in the last session apologizing to my fiancé for her anxiety, sleepless nights, stress, delays, and additional financial burden.  Basically, they, the CFO, know they're in trouble now.   See you in court!

I'm curious as to what you are trying to now accomplish.  Has she now been cleared to leave?

Registered Nurse- Retired- I practiced in the areas of Labor & Delivery, Home Health, Adolescent Psych, & Adult Psych.

IT Professional- Retired- Web Site Design, Hardware Maintenance, Compound Pharmacy Software Trainer, On-site go live support, Database Manager, App Designer.

In summary, it took 13 months for approval of the CR-1.  It took 44 months for approval of the I-751.  It took 4 months for approval of the N-400.   It took 172 days from N-400 application to Oath Ceremony.   It took 6 weeks for Passport, then 7 additional weeks for return of wife's Naturalization Certificate..

Best of luck to you.  I'm skeptical that anything will happen.  I only have a few years of experience there but what I do know is that change is as slow as cold molasses.  At some point someone will pay someone and it will either stall or disappear.

PHILIPPINES ONLY!!!  CFO (Commission on Filipinos Overseas) INFO - Can't leave home without it!

 

PDOS (Pre-Departure Registration and Orientation Seminar) is for ages 20-59.  Peer Counseling is for 13-19 years of age.

It is required to have the visa in their passport for PDOS and Peer Counseling.

 

GCP (Guidance and Counseling Program) is for K-1 Fiancee and IR/CR-1 spouse ONLY.

Hank knows of a case about 5 years ago where some one was shaking down a young lady for a CFO sticker. They were reported for asking for a bribe basically and were terminated. I hope whatever happens in this case that CFO Manila gets their act together. I can appreciate what they do as a mission statement but there has to be a line drawn between helping and harassment.

Should of gotten the DDS involved and brought up the boys from Davao to take care of business.

She's cleared to leave now but I'm so infuriated I plan to pursue justice.  I have a genuine feeling that what they have done / the way they have treated her (and me) is way beyond their ministerial duty to counsel.   They are not suppose to be relationship terrorists and attempt to end relationships!   They are not suppose to slander the Filipina nor the foreigner!  They are not suppose to drag parents into the mix when age doesn't require it!  They are suppose to counsel and counsel only!   A little audit is in order I do believe!
