Means don’t be surprised if your GC isn’t approved until around December 2019.

No,  the other person just exaggerated a little I think.   A lot of people got "received at local office" messages because they what it appears were a glitch. Stay patent but don't let the case run outside of your processing window. I would call the Tier 2 officer and ask them for an update if you are concerned. Just explain the story about the random message. Dont worry and good luck!

It shouldn't but keep in mind that they might combine your ROC case with N400 and when you're called in for N400 interview, they will do both at the same time.  What's your local office?

I live in Seattle, probably close to here. Do you think n400 will make the process longer?

So N400 is processed according to your local office processing time and Seattle is currently processing at ~15 months. Given the fact that your ROC is still pending and if they do combine your application (because they havent reached a decision), you won't get 10 year GC and you will have to wait for the citizenship interview. If your ultimate goal is to become a citizen, then apply. Also, I recommend asking for some tips here:

The thread is for those who are doing a combo filing for n400 with ROC pending. I'm also ROC and I havent applied for my N400 yet, so I have only some background, but I am sure they will help you since there are so many cases similar to yours.😁

Good luck!!!
