How does Philippine marshal law if it is in place for the whole country affect the visa process?  Also if the whole country is under marshal law will the US issue her a CR/IR-1 visa? Will this result in a person not being able to leave the Philippines if she has an approved CR-1Visa?

Martial law usually means the suspension of ordinary law. It would mean, for instance, that military or police could put people in jail without following normal procedures or with little regard for their rights. Torture or killing people would also be on the table. 

 

I doubt it would affect your visa process. If there is a curfew or violence where the consulate is located, the consulate could restrict their working hours. That is the only scenario in which your visa would be affected but it is not a direct consequence of martial law. 

 

It would certainly not affect your travel abroad, unless you have committed a crime, which (I am assuming) you haven't done. 

 

The martial law seems to be in place for 2 months. Are supposed to schedule your interview within this time frame?

Where does your wife live at? As of right now martial law is only in Mindanao and not the whole of the Philippines. Martial Law is only the suspension of habeas corpus which means they can arrest anyone.

To me it is crazy to even assume that the whole country will go under marshal law. There are rebel factions creating problems in one area. It's not like this will be something that spreads to the rest of the country. As for how it will affect your visa process, It will not have any affect unless she is in Mindanao, which might have issues with travel in some areas. But that still shouldn't affect the visa process.

I don't think it's crazy at all when we have a president who has used Martial law as a threat multiple times. I personally believe that it could affect visa applications especially interviews at the US embassy but only because a declaration of Martial Law in the entire country will surely result in massive protests. The US embassy closes if that happens.

We could also ask what will happen if China goes to war with the Philippines and what affect that will have. You have your views I have mine. Only time will tell. I plan on getting married there in August and then applying to bring my wife here. I am not worried at all.

Yeah true. To each his own. But our opinions don't affect truths. I can be 100% optimistic but it wouldn't change the president's mind or anyone's mind. I think it's dangerous to be too complacent.

To the OP, we could leave the country even if the entire country is placed under Martial Law. There will definitely delays though.

Sounds like some "Chicken Little" going on ...

 

Relax... nothing has changed.  

 

I see a little extra security around the malls and some larger business/buildings, but otherwise.. normal crowded streets.
