Could someone explain this to me?

My wife (a U.S citizen) on June 12th, 2015 applied I-130 for me to join her in the U.S but before the approval they sent us an Email which is;

U.S. Citizenship and Immigration Services (USCIS) records indicate your Receipt Notice was mailed to the address on file and the notice was not returned as undeliverable by the United States Postal Service. We have requested the notice be resent to your address. You should receive it within 10-14 business days.

Please be sure you are registered to receive mail at the new address.

According to our records, Receipt number: LIN********** is assigned to your petition. Furthermore, we have placed your case on a processing hold, because the required security checks remain pending. Until we receive the results of these security checks, we cannot move forward on your case. We require the results of security checks before we make a decision on any pending case.

We cannot predict when we will receive the results of these security checks. Please be assured that we will make every effort to make a decision in your case as soon as the security checks are complete.

is that a good or bad thing? would i wait more? I don't understand what's going on! i don't know what this is! please someone explain this to me!

I think you should just wait and you will get the notice letter in a few weeks. We got an email first and then the letter come after a month or so...not a big deal

The petitioner should call the USCIS and make sure they have the correct address for them.

What second part? The security checks? That's pretty normal and likely to be a common occurrence right now for MENA countries and others with high fraud or threat of terrorism.
