Anyone can do it but the beneficiary needs to bring the printed cert sheet to the interview.

Only one form and on it you would list any kids that will join or will follow with K-2 visas.

Phil (Lockport, near Chicago) and Alla (Lobnya, near Moscow)

As of Dec 7, 2009, now Zero miles apart (literally)!

Thank you so much for the response, one more question though if you don't mind, if the kids are not coming we don't put them on there right?

Yes, you can fill it out for him but he should be the one to click the "sign application button". See: http://travel.state.gov/content/visas/english/forms/ds-160--online-nonimmigrant-visa-application/frequently-asked-questions.html

If an applicant is illiterate or unable to complete the application, the applicant must be assisted by a third party. The third party must be identified on the “Sign and Submit” page of the application. While the third party can assist the applicant in completing the application, he or she must instruct the applicant on how to endorse the application on his or her own behalf by clicking the “Sign Application” button.

If the applicant is under the age of 16 or physically incapable of completing an application, the applicant’s parents or guardian may complete and click the “Sign Application” button on his or her behalf. If the applicant has no parent or legal guardian, then the application may be completed by any person having legal custody of, or a legitimate interest in, the applicant.

Flying to Seattle on 6 May 2014!

Anyone can complete the form but the beneficiary must CLICK and send the form, that is the law. So complete the form, save it, give the password info to your beneficiary, have her read the form for accuracy, then she can click and send. This information is clearly stated on the DS-160 start page

https://ceac.state.gov/Genniv/

Other people can assist you with your visa application. Note that under U.S. law (22 C.F.R. 41.103) you must electronically sign and submit your own application unless you qualify for an exemption. Even if someone else helped you complete the application, you (the applicant) must click the “Sign Application” button, or your application may not be accepted.

I think everyone needs to keep in mind the President of the United States has made it clear that he himself doesn't particularly care if people followed the law to come to this country. In fact, he will soon reward people who came her illegally (60% via illegal border crossing; 40% via overstaying their visas) with work permits and access to Social Security and Medicare. Most members of the United States Senate, both Democrats and Republicans, approve of the President's actions.

It's admirable that we here, and VJ policy, is to obey the law. Admirable, but extremely ironic. Will Petitioners who hit "send" on a computer screen to assist their Beneficiary's processing be prosecuted? Will their fiancés/wives be deported?

My fiancé and I continue to do everything by the law and the instructions of the embassy. We respect Philippines law as well.

Anybody can fill it out, even a third party like your accountant. Nothing gets filed with embassy until someone pushes SEND. Everything before that point is offline.

My wife and I bounced the DS-160 between the two of us several times. You work on it, pick SAVE TO COMPUTER. You email the saved file to her. She picks LOAD FROM COMPUTER and works on it, and so on.

The only thing that MUST be done by her is the last step, pushng the SEND button to upload it to embassy. This MUST be done by her, and they can tell by geolocating the IP so don't try to fool them. But until the finished one is sent, everything is offline and invisible to embassy. They are only drafts. Only the one where your fiance pushes SEND is the one that matters.

This is similar to having an accountant prepare your tax return. He and you can exchange it between yourselves as often as you please. But the final copy, the one that gets filed with the IRS, is signed by you and not him. And that is the only one the IRS sees. The drafts you send back and forth are invisible to them.
