Sister has MBA, has job offer in US

If my understanding is correct, her prospective employer can file for her H1B, and in the future in a EB category.

Her MBA specialization is international business and bachelor's degree in IT. I believe the job offer is a managerial position in a doctor specialty group.

She can come anytime since she has a tourist visa, but can she work right away with pending H1B? Which EB category can her employer file - EB2, EB3? Is the job offer enough to get her in the door of H1?

She needs to right visa to be able to work. She cannot come on a tourist visa and work illegally on a promise of future H1B.

Well I'll tell you that a part of making it doesn't start with working illegally on a tourist visa or getting a fakey F1. Start off on the right foot with the proper visa.
