Husband is fling for AOS and EAD right now and he can get a job offer letter from a prospective employer who needs him to start as early as 3 weeks from now. I know its a long shot to be able to get the authorization so quickly but what can we do and will an offer benefit him?

Any tips on the EAD form, Im almost done filing that, also figured doing © (9) code in there is best option since we got married already. Is it ok to send it with Social Security field blank since he does not have one yet or will that delay the authorization?

As i stated in your other thread, SSN is not required to file AOS and it doesn't delay anything to not have it.

And no. An offer letter is unlikely to help. it takes 60-90 days. The only way to get it earlier is to request an expedite. Most people use "severe financial loss" as the reason and you could try the offer letter for that

it's not a form. After he files he would call and request an expedite. Then you would either take the "evidence" to an infopass or mail it in.

Here's information about it: http://www.uscis.gov/portal/site/uscis/menuitem.5af9bb95919f35e66f614176543f6d1a/?vgnextoid=16a6b1be1ce85210VgnVCM100000082ca60aRCRD&vgnextchannel=db029c7755cb9010VgnVCM10000045f3d6a1RCRD

Just because he WANTS to work doesn't mean he's eligible for an expedite. Plenty of people get denied and need to wait. So don't get your hopes up and just be pleasantly surprised if it work.
