Are applications really processed on a first come first serve basis?

Or do certain countries get preferences?

I have just noticed a few trends of particular nationalities getting their NOA 2 at a consistently quicker than national goal average, while others tend to trickle in within the service centers ebb and flow of processing times.

More or less, yes, though not precisely. There are no regional or country preferences. The reason you may see more of one country is because some countries generate more petitions than others, the adjudicator has no idea which country the file is from when they open it and do not care. If more files are from a particular country or countries then you will see more "quick" processing and more "slow" processing from that country

Anything you are seeing anywhere (since USCIS does not list a progress report of all petitions) is nothing more than some private list dependent on the participation of the people using it. It is in no way scientific and trying to draw any conclusions from it is a fool's errand.

Yes, the consulate part is obvious and surely determined by high risks, etc...

I thought perhaps that Homeland Security had specific adjudicators for specific countries and therefore some processed more efficiently than others which were less frequently seen.

What happens with some countries is there records are less organized. These same countries tend to have a limited name base. So you are more apt to be a name match to a problem person and it is harder to search the records to see that you aren't

This will not be over quickly. You will not enjoy this.

Now that does make some sense... Having lived in a few countries around the world, I can attest to the fact that MANY countries have issues with finding anything in their offices :)

No. They do not even have specific adjudicators for specific types of cases. Except that at VSC the I-751s plus the AWA and VAWA cases are handled by one particular department. Our adjudicator friend there handles all types of petitions except those. Not to mention the diversity visas.

They are directed at times to suspend activity on particular petitions and concentrate on others, including I-129f's, but there is no "country preference" per se. There have also been times, during a natural disaster for example, when everything has been suspended for a while except humanitarian petitions from those countries, but that is pretty rare and not at all related to what you ask about.

For an I-129f petition the country of origin is of no consequence and is not even specifically labeled. The only way they can tell is by reading the petition and that means they are working on it.

IF those databases are searched by USCIS and IF the problems with them increase the chances of a name match, then yes, that is possible to have increased manual name checks for those countries. USCIS does not search all the databases that NVC does or the consulates do.

Unorganized files could just as easily result in a decreased chance of a name match.

At any rate, there is no USCIS preference for certain countries.

06-11-2007 = NOA1 date (unknown to me).

07-20-2007 = Phoned Immigration Officer; got WAC#; where's NOA1?

09-25-2007 = Touch (first-ever).

09-28-2007 = NOA1, 23 days after their 45-day promise to send it (grrrr).

10-20 & 11-14-2007 = Phoned ImmOffs; "still pending."

12-11-2007 = 180 days; file is "between workstations, may be early Jan."; touches 12/11 & 12/12.

12-18-2007 = Call; file is with Division 9 ofcr. (bckgrnd check); e-prompt to shake it; touch.

12-19-2007 = NOA2 by e-mail & web, dated 12-18-07 (187 days; 201 per VJ); in mail 12/24/07.

01-09-2008 = File from USCIS to NVC, 1-4-08; NVC creates file, 1/15/08; to consulate 1/16/08.

01-23-2008 = Consulate gets file; outdated Packet 4 mailed to fiancee 1/27/08; rec'd 3/3/08.

04-29-2008 = Fiancee's 4-min. consular interview, 8:30 a.m.; much evidence brought but not allowed to be presented (consul: "More proof! Second interview! Bring your fiance!").

05-05-2008 = Infuriating $12 call to non-English-speaking consulate appointment-setter.

05-06-2008 = Better $12 call to English-speaker; "joint" interview date 6/30/08 (my selection).

06-30-2008 = Stokes Interrogations w/Ecuadorian (not USC); "wait 2 weeks; we'll mail her."

07-2008 = Daily calls to DOS: "currently processing"; 8/05 = Phoned consulate, got Section Chief; wrote him.

08-07-08 = E-mail from consulate, promising to issue visa "as soon as we get her passport" (on 8/12, per DHL).

08-27-08 = Phoned consulate (they "couldn't find" our file); visa DHL'd 8/28; in hand 9/1; through POE on 10/9 with NO hassles(!).
