I'm thinking the customer service rep who told you that thought you were inquiring about a different type of visa and not a CR1.

That operator probably had a really bad call before yours...and needed to vent. But still thats not they way to treat customers.

I just looked on the USCIS site...while it could take 10 years for certain visa petitions (including visa for brother or sister)

there's no way it would take 20 years for an approved CR-1 to pass through NVC.

The operator was either on drugs, crazy, angry, or on VJ and wanted to screw with you.

20 years, wow are they nuts I thought mine was bad when the operator told me it will take 3 years for mine, i made sure i wrote her ID number down. Then call 2 hours later and my case is pending.... duh... estimate between March and April...same info I got online.

I probably pissed her off last week and took the toll on you. I just told her instead of paying them for the information we can find out online ourself, how about paying them to start helping out the USCIS office in Vermont dusting off some of those dust in the documents and might be able to read the DATES on those forms that have dated anything before AUG 08 because for some reasons SEP/OCT/NOV getting approve already.

There's no need to be dramatic here. The operator said "may". There is no maximum time limit for a visa to issued. It could take forever if the US government was so inclined. However, few if ever take that long.
