  1. I sort of found out the answer to this. It seems that it is essentially down to the head honcho at any given Consulate whether they will accept DCF where an I 130 has been withdrawn. Seems some will and some will not, it is how they interpret an I 130 filed. Nobody here can tell you, someone might have done it say a year ago, does not follow it would still work.

  6. I 130 has a priority date When that PD is current then you can work out the adjusted age to see if he will be in F2a or F2b
  7. When his case is due in say 4 years he can deduct the time it took for the I 130 to be processed to see if he is still under 21. Father and anybody else eligible can petition him
  8. Yes Currently there is a 4 year or so wait for PD, CSPA will apply so impossible to say if he will age out or not. Nothing currently to expedite He has a chance of a F2a but really guessing here.
