    Part 3, Family member 1 and 2 should be empty.
     
    Family 2: Your step child should have her or his own i864 form. No need to include it in this part of the form. Your step child is not a derivate from your wife's immigrant visa application. 
    (apply the same rule and logic for your step child i864 form). 
     
    Family 1: Your wife is already included in Part 2, so no need to include it again in part 3.

    If you are a US Citizen and this is your wife, and step child, then the $1,000 sounds like TWO medical exam fees.  It's a medical exam you are paying for.  Whether they do biometrics as part of that, is irrelevant.
     
    Did you file two petitions, and two $325 immigrant visa fees to NVC.  If not, the child is not coming with your wife.  Please clarify.

    Any idea how long after NVC doc approval to embassy interview? My NVC approval was at end of November. I know they won't do anything in December.
     
    I am concerned because I sent my wife to notarize the W7 alon Oct 31. They made and error. I called embassy regarding this on Oct 31. The person who picked up phone said office was closed. I asked why. They said Holiday. I responded Halloween was not a holiday and my wife was at consulate so they aren't supposed to be closed.
     
    I then called consulate and asked to speak with someone there. The person who answered said they were closed. I said my wife was just there. What time did they close. She said 3. I responded it is 2 pm. So someone should be there. Woman told me to email and she would send to her boss.
     
    They called my wife and told her to come back next day Nov 1. She goes back and the consulate berates her over my phone calls to embassy and consulate. Apparently I'm guessing they didn't like I called them out for skipping work.
     
    I am worried that they will see my wife name and play games and delay the interview.

    Depends on the how many interviews they do each month and the length of the queue in front of you.
     
    2 to 3 months on average is not unusual but your consulate may not be average

    If your wife's case has already been documentarily qualified (DQ) by NVC, then that means you already paid the immigrant visa (IV) fee for her case.  Can't get NVC review without paying IV fee first.  So no need to pay any further fees to NVC.  Depending on the consulate and their contracted courier, there could be a courier delivery fee for the passport with visa.  After your wife gets her spouse visa, you should pay the $220 immigrant fee (ie, GC production fee) to USCIS, not to NVC.  No fee for biometrics.
     
    As for your stepchild, you submitted a separate I-130 petition, right?  Is the I-130 already approved and the case also DQ-ed at NVC?  If so, same as in your wife's case -- no MRV fee, no biometrics fee, just pay GC fee after getting the visa for the child.

    You pay 2 fees at NVC for each visa beneficiary.  Then you pay for medical exams, etc.  Lastly, you pay $220 for each Green card after the visas are issued. Fees never stop until after applying for a US passport.....years later.

    That is not accurate.  Here is how it works:
    1. Case is DQ'd by NVC.
    2. Case then enters NVC queue for your consulate and waits at NVC.
    3. Consulate informs NVC of available interview date for upcoming month.
    4. NVC schedules interview when case reaches the front of the queue for that consulate.
    5. NVC notifies person of interview date via email.
    6. NVC then sends case to consulate.
    After the interview is scheduled, it can take several days to several weeks for the consulate to receive the case.

    1.  Yes.  Both the K-1 and CR-1 will take about 18-24 months.
    2.  Not true.  But, it will take 3 years or more to get a Green card if you choose a K-1..
    3.  Many people regret they applied for a K-1.  I have not seen a single person who regretted a CR-1. 
    4.  NO!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!!  That could be a big issue.
    5.  I would absolutely marry and start the spousal visa (CR-1) process.  You could marry via a Utah online marriage, meet, then start the CR-1 process.

    Please take this estimated processing time feature with a grain of salt. It will most likely count all the way down and then change to “taking longer to process”. It is not a very reliable feature yet.

    Right, because so many fail to familiarize themselves with the overall process, and have no idea that petition approval is only part of it.

    USCIS (I-130 approval) is just the first step in the process. There is NVC stage after and then consulate.
     
    It seems like there needs to be research done to be familiar with the process:
     I-130 approvals take about a year. 
     
    You should expect 18-24 months from filing petition to visa in hand. This depends on the backlog of the consulate. Some easily take more than 24 months.

    You can withdraw the I-129f, although she will be out of status after 90 days. She cannot stay and adjust status.  I would contact USCIS immediately.  I would avoid all contact with her.   
    Plenty of people stay in the US illegally.

    My guess is that it wasn't that she didn't want to take photos but if there were 3 people there (priest and both of them), there was no one to take the pictures.

    OP mentioned there were also witnesses at the ceremony.
     
    For those familiar with Filipino culture, it's extremely strange to hear about a Filipino who does not have a single photo of their wedding ceremony. It is the norm to take selfies for activities as ordinary as eating at a fast food restaurant. Not even having a selfie of one's wedding (considered one of the most important events in a Filipino life) is so outside the cultural norm that the CO is right to ask questions. This on top of OP's other responses which don't inspire confidence in the legitimacy of the marriage certificate.
