RFEs are actually a blessing in disguise. Respond precisely with what they want, ordering your papers as they request. Then, write in big letters "FOR THE CONSULATE AFTER PETITION APPROVAL" on a new sheet of paper, put it under the RFE papers, and, behind it, add further "evidence of bona fide relationship" that you've accrued while waiting all these months. In this way, you not only satisfy the RFE; you also strengthen your case for the eventual visa interview.
