Yes it was. My wife actually lived in the US with me prior to me taking a job in Montreal. When we moved there we surrendered her green card voluntarily due to us not being able to be in the USA for a period long enough for her to keep it. In May 2019 I took a job back in the USA only to find out the immigration landscape has drastically changed. While I was in Montreal I had seen 4 different surgeons about needing knee replacements. I was always denied because it was not a priority in the social medicine program. Also being an American working for the UN I never felt there was much hope of it being approved. I contacted my Congresswoman and Senator to see about an expedited appointment and was denied. I finally contacted US Citizen services at the consulate via email explaining my situation of needing to get them done and not having any support. They answered me in 24 hours asking for documentation and I gave them everything from all the surgeons in Montreal as well as one in the US I saw recently. The next day I was notified a consular officer approved my request.
 
I hope this information can help anyone who might be in the same situation.

Things worth knowing:
 
The consulate doesn't care if you have the IL in-hand when you come; they check your name against a list on a clipboard based on your passport.
Yes, AOS & taxes were requested even though updated ones had been uploaded.
Interview questions included border/visa history, USC employment, and meeting circumstances between USC & CAN.

I just got an interview date! I just received the email, at 2:10am Eastern Time! My interview is November 9th. I was DQ'd Jan 6th. I did NOT have an interview date before COVID - they've started scheduling new interviews!!!

We were transferred to NVC on May 27th and paid the fees the same day. IV fee cleared and we submitted on May 29th. 
 
The AOS fee took until June 10th to clear, but once it did we submitted everything that day. 
 
And now 8 days later, we’ve received DQ!

Been a reader here for some time but I felt it's the right thing to do to post my update, to give someone hope, especially for IR-5

PD- JULY 22ND 2019
RFE on I130 APRIL 17th 2020- Issue with my Birth certificate
RFE response submitted - April 23rd
I130 APPROVED -1st May
NVC CASE NUMBER CREATED -1st May
Paid AOS/IV FEE - 1st May
Payment complete -6th May

AOS FORM Submitted - May 24th

IV Form Submitted - 1st time - 30th May.

Reason: I called NVC around the 20th of May to confirm what the Photographs section means- Passport or photographs between me and my dad.
The representative said I can ignore that section that it's not being used anymore.😒

After I submitted, my gut kept telling me to do more research on that section, and forums said you need to include passport photo of the beneficiary in that section

Called Customer service 5th June to ask again, and the lady gave me same answer as the 1st representative😑. Then I got a call from their supervisor , wanting to recertify the information.
She said I need to submit passport photo for beneficiary

Resubmitted 6th June (figured it was better to be late by 1 additional week than get RFE)

DQ Email - 25th June!!!

Omg I can"t believe it, I'm DQ !!!!!!!!!!!!!!!!!!!!! THANKS GOD.

The most recent interview that wasn't an emergency interview was for someone DQ'd on October 25th. The cancelled interviews span people DQ'd from October 29th - December 16th and haven't been rescheduled yet. Everyone DQ'd after that is still waiting. didn't received any email. checked this morning visa tracker app and it shows it was sent to Department of State. Then i check online and it shows a new date update 5th June and when i see in documents it shows the approval notice. no service center changed.

Sent all documents to NVC on 2020-05-20, got an email 2 days ago regarding my police records being wrong, submitted them again explaining that that was the only thing I could get (Argentina's consulate website had a step by step guide on how to get it, and even that was outdated) and just got our approval email!
 
There's one thing I don't understand though, the email says "NVC will work with the U.S. Embassy/Consulate General in BUENOS AIRES, ARG to schedule an interview appointment for you", but everywhere I've seen it says I should be the one requesting the appointment, did this procedure change?

Hi Everyone!!!! We got a DQ today!!! 
 
NOA2: April 23
Case Received by NVC: April 24
All documents submitted: May 22 (Final AOS document May 1; final civil document (police certificate) submitted May 22)
RFE: June 1 (AOS documents were hard to read and needed reuploaded, and there were too many extra pages uploaded with police certifcate). 
Second Submission: June 1 
DQ: June 2nd! 
 
Now the waiting for an interview begins! My husband will be interviewing at the embassy in London! We know there will most likely be a backlog of people getting interviews because of COVID, but we are so excited and can't wait! I know that as of right now embassies are closed, but does anyone happen to know (if this were a typical situation) how long it takes to receive the notice that an interview has been scheduled?
