It is normal, yes.  They say, “mailed”,  but sometimes it doesn’t go out until the next day (22nd).  Also, it depends on the local post office and your local USPS office.
 
I used to work with a non-profit that depended on mail delivery and USPS are up there with USCIS when it comes to figuring them out.

We filed 8/14 for my wife’s RoC. A few days ago got waiver of biometrics letter, which was a nice surprise. Today we got approval letter on RoC! No interview, new card in the mail within 60 days.
 
22 business days from receiving to approval. We are shocked…was planning on year+ wait.

Thank you for your advice , I figured it out that send my package to my mother in law in another state and continue send it to uscis later. So all good now 🙏🏻

it would probably be all right if it got there right on the 90 day opening window, having aaid that, I would not risk it with something that important.   There is absolutely no chance of a  family member or somebody that could send it for you a few days later?
 
There are members here much more knowledgeable than I, that can give you better advice I'm sure, but with something of this magnitude,  I would not risk sending it early or it arriving on the day of the 90 days I would not do it.
