Someone else explained it to me in this site better than I can. I’ll see if I can find it.
Even if LPRs get approved for their I-130 fast, they still have to wait for a visa number to become available. Let’s say the US is giving out 100 visa numbers a year but there are 300 LPR I-130 approvals, only 100 of them will get the visa the others have to wait for more visa numbers to become available. USCs applying for family members don’t have to wait, once they are fully approved they will immediately get a visa.
It’s something like that. So don’t get upset if you see LPRs getting approved faster, they still have more hurdles.

LPRs have to wait for a visa number to become available whereas USCs do not. The I-130 process might be faster, but the wait time for the actual visa could end up being the same or likely longer.

Note that F2A is currently "current": https://travel.state.gov/content/travel/en/legal/visa-law0/visa-bulletin/2020/visa-bulletin-for-november-2019.html It's been "current" since July 2019.

Dates in visa bulletin are current for LPRs now and will stay current until February but after that they will be retrogressed and might go back 2 years. I sincerely pray and hope that they will not retrogress.
This is according to their bulletin released in October 2019.
"F2A: CURRENT, corrective action should be expected by February ".

The majority of I-130 for F2A aren't processed in TSC. For example, CSC says "12.5 Months to 16.5 Months" for I-130 for F2A: https://egov.uscis.gov/processing-times/

For the whole process, yes. 14 months I started in May 2nd and get my visa approved in July 9th.
My case was IOE too.

IOE is an electronic filing, which appears to be a system they are testing out. It's not yet known if it's faster or not for an I-130, or if it will have any noticeable impact or not. It might just be due to how they transfer the files internally for as far as we know at this time.

I don't know nothing about IOE being faster but if is in Texas the processing time is between 8 to 10.5 months (USC filing for spouse).

Mine was in Texas too and took in total 14 months.
