Hello Jai,
I am exactly in your same situation. I got approved my immigrant visa and received it on Feb 26.
I was planning to travel to the USA by July, I had to sell my car (Visa expires on Aug 03, 2020).
Due to COVID the USA embassy is closed here in Colombia and I am not sure if there will be international flights by July...
I was suggested to send a formal request to the embassy, they are probably the most trustworthy source of information in this case.
I will ask my immigration lawyer and I will be sending that request soon. I will let you know as soon as I receive a reply.

I was to enter on IR5 visa before 29th march and my flight was booked for 17th night through UK which got cancelled on 15th March. So could not travel. Contacted the US consulate in Mumbai . They stated through email that the visa can be reissued once the consulate opens but the fees has be paid again.
But not sure whether they will reissue it as Trump has banned the parents as well.

The law allows consulates (at their discretion) to re-issue visas which have expired due to the inability of a holder to travel. It would require a new medical, possible extra fees, and possibly more documents.......contact the appropriate consulate.

if the number don’t rise in India. It will be back to normal gradually. As of now they will allow international flight post 15th April.
Best to just stay home and let this pass.
because if you travel to India. They will advise you to go into self quarantine for 14 days. And do you really want to risk your family by travelling during this pandemic?

I forgot to say here! We got approved!
my experience (if should be shared elsewhere, let me know)
We got there 30 minutes early. We got in line outside (15 min). Once we got into the area, we were put in line and about 6-7 clerks were going around checking people’s documents, making sure everyone was good. We sat down in the waiting area for about 1.25 hours before my husband was called to the window. I didn’t go up. He was asked questions: who’s calling you, what is your mom’s surname before marriage, how long we’ve been married, and which language preferred for interview. He then checked his original and copies again, he opened the medical report and took both his passport and medical report. We sat down again for another hour. When he was called for the actual interview portion, I went with him. She asked him: who is calling, when we met, how we met.
She asked me: what i do for work. Then she asked me to take a seat.
She asked him:
When did we meet
Tell me about her last visit
How many times did she visit you?
Then she asked random questions on photos what u were doing thr
Then she asked him about his job profile and why was he in Jamaica (where we got married)
Do you talk to her mother?
What does her brother do for a living?——
Nothing about financial docs, health insurance.
The earlier you get there, the faster it goes. Early people were done in about an hour. The wait isn’t bad if you like people watching 😆
There were 16 windows. The first 9 were documentation only and 10-16 were interviews. There was another side that had 40 windows (I assume it’s for nonimmigrant)

My husband just had his interview and his visa was approved! They said not to make big plans until visa is in hand which takes two weeks here, but I'm sure that's the standard language. His country is small and in Eastern Europe. They asked him for our I-864 (AOS) for me because I had a newly filled out one to reflect my new job in the US, and the one for my brother, our joint sponsor. His questions were easy - How did we meet? Who was our joint sponsor? Did he meet my family? And a specific one for our case - where was my Peace Corps site? (We met when I was doing two years of volunteer service with the Peace Corps in his country.) He got there an hour early and was done a mere 30 minutes after his appointment time. My warning is this - every country is different so keep that in mind when reading about our experience!

My CR1 Interview experience
My visa interview was on 27th sepetmber 2019 at 7:15AM (MUMBAI CONSULATE).I Reached the embassy at 6.15AM.Security guard asked all of them wait on the opposite side of consulate and at 7.00AM security guard asked immigrant visa applicants to form a line and keep the interview letter and passport after the security check we entered inside. Then we all enter through a security check (watch ,coins, bags..).After that we enter the main interview room. Inside the room, another line was formed. After that they asked to arrange the documents and staff at the embassy helped us to arrange the papers in order (PASSPORT,DS 260(with photo),BIRTH CERTIFICATE,MARRIAGE CERTIFICATE,PCC,MEDICAL REPORT and all the copies of these things)after that from counter 1 they gave a token number(for South Indians Token start with “S” eg.S404) After collecting the token they asked to wait. After 15mints my token number flashed on the monitor . I was interviewed by Indian officer, he asked me to give all documents +copy. Then he asked me some questions
1.who is calling you?
2.where is your husband now?
3.How long have you been married ?
4.Husband's current US address?
5.Have you ever been outside the country?
After that he gave me a pamphlet about domestic violence and he said to me wait for the final interview. I waited again after 15mints and my token number came. This time interviewed by an American immigration officer with translator.
First take an oath and say everything truthfully
1.who is in US?
2.What is your wedding date?
3.what type of your marriage? (Hindu or Christian)
4.How many people attended on your Marriage ?
5.Did his mother and father attended on your marriage?
6.Where is he now ? Which state?
6..when did you meet you husband last?
7.After marriage he didn’t come? Why?
8.what does he do? How long has been he working this job?
10.where is he living? apartment or house? Living alone?
11.what will you do ?
12.Where did you go after marriage?
13.what does he do in free time?
14.He asked for wedding album
Finally!! He said your visa is approved .I thanked him and she asked to pay GC fee after getting the visa (before travelling to USA).Visa will be sent to your local consulate within 3-5days .
Thankyou VJ members! Best of luck!!! -

IamHereSheIsThere reacted to rockvil in Mumbai Consulate - Any recent "IR" interviews/interview scheduled?
My daughter-in-law had her interview yesterday and was approved.
Some comments from her:
1) A lot of the non-English speaking people seemed to have been called first. My DIL was one of the last people to be interviewed.
2) Most interviews were short from what she observed. Some were as long as 25-30 minutes. A few were rejected as the CO wasn't satisfied.
3) Some questions asked to my DIL were:
a) Who's calling?
b) Was yours a love or arranged marriage? If arranged, how?
c) Where will you go once you reach US?
d) Do you plan to work? What will you do? What is your educational background.
She was then told her visa was approved.
Thanks to everyone in VJ for the great support & feedback thru this arduous process. Good luck to everyone waiting for the visa interview.

So I put together approved visas for Mumbai from March 2017 to July 2019 from Visa Statistics. I am hoping for the spike in IR1/CR1 in October based on previous year. The bottom chart is for B1/B2 and F1 visas. Hopefully, they are done with the student visas and focus more on IR1/CR1.
Hopefully, this will help us to see the bigger picture based on the past trends.
