    You also need a negative test if you are flying on a Hong Kong or Chinese based airline, even though the Philippines does not require it.  If your layover stops in a country that still has negative test requirements even if you are switching planes.  Need to check every country you touch down in to be safe.

    All the time in the province, but never in the NCR or Pampanga areas. Our windows have limo tint so it's hard to see who is driving, if we do get stopped for more than a check point I hand a neatly folded bill under my drivers license as I hand it to the traffic enforcer.  On our motorcycle we normally get stopped at check points to have our papers checked, we did get stopped for no helmets that is an automatic license surrender and a drive to the police station later in the day to pay the fine.

    I haven't seen anyone mention this yet, check the area you are going to if they are using the S-Pass system if you are flying to the province. When I was in the Philippines November 21 to January 22 they were denying people from boarding the plane without their S-Pass.  
     
    The province my wife and daughter live in still required it at the time and they the local health office had to pick me up once I landed at the airport in Bacolod.  Not the best experience I had to wait at the airport 3 hours until they came to pick me up. Fortunately this requirement has finally been dropped but some areas might still be doing this kind of thing.

    It's not port specific, I have a 9a visa as well you have one entry in the time period that is on the visa itself.  Also, listed on the visa is how many days you are allowed to stay, which can be extended if you would like to extend.

    I just got my 9a visa last week from the Houston consulate, they only took 2 days to complete my visa. The visa is good a single entry for 90 days but once entering the Philippines it's only good for a 59 day stay is on the visa itself.  If you want to stay past the 59 days you have to extend at the local BIR office of where you are staying.  
     
    Each consulate has slightly different requirements that they want you to provide to them.  The LA consulate wanted credit card statements, investments and other things.  I just had to produce an employment letter and bank statements.

    As promised to a couple that are looking into heading to the Philippines, I have been traveling to the Philippines since the 90's and have never had so many hoops and hurtles to go through.  
     
    This is a step by step please forgive any spelling or grammar mistakes I was just jotting things down as I went. Let me know if you have questions.  
     
    Apply for Visa Philippine Consulate Houston
     
    PCR-RT test before leaving the US (Did this to get 3 day quarantine)
     
    Make hotel reservation before leaving US
     
    Sign up One Health Pass 24 hours before departure 
     
    Be prepared to sit and wait I was first class but all the OFW's get priority over all passengers to go through the system sat for about 30 minutes to get to step 1
     
    Arrive in Manila talk with BOQ official One Health Pass barcode scan (Got lucky 3 day quarantine!)
     
    Quarantine starts day one as soon as you arrive no matter what time you arrive
     
    Second desk verify my hotel stay
     
    Immigration they wanted arrival card, PSA wedding certificate and date of departure
     
    Get my bag from stack of many bags (Baggage is chaos your bag better be unique by the time you get out there are rows and rows of
    bags)
     
    Customs drop off form
     
    Before checking out of airport One Health Pass barcode scan
     
    Find Taxi to hotel One Health Pass barcode scan before entering taxi
     
    Arrive in hotel sign up for stay safe Philippines before allowed inside

    I agree with Kirillazebnik, I normally watch the third party sites on pricing and then when I am ready to buy I always purchase directly from the airline it's much easier to make changes, get refunds, etc. Third party sites you can run into some issues when you want to change something or request a refund.

    An update on this one in case anyone is heading to Manila any time soon.
     
    There is no longer a PCR-RT booth at NAIA.
     
    You sign up for your PCR-RT test via the One Health Pass process.
     
    There are three choices to pick from I picked the last option of the three which was Philippine Airport Diagnostic Laboratory or PADLab is what they are referred to, they are the largest covid testing facility of the 3 choices.  Any of the choices will work so don't sweat it.
     
    The lab sent me an email the day after I arrived to confirm my information, hotel, room number and how I was going to pay, the cost was 2500 pesos. 
     
    They showed up on the day 3 just how it was listed on my One Health Pass.
     
    My results came in early in the morning, the kicker is they are not officially released until 6 pm the following day in the One Health Pass system. That means you can't get your BOQ certificate until it is officially released.  
     
    Even though I have the PDF with the QR code from the lab, you can use this to get out of jail free from the hotel until later in the day when you can get your BOQ certificate and apply for your travel permit before leaving.  That is another 2 to 3 days to process, hoping if I apply today I can get it Tuesday morning for my flight.

    So far it's not too bad, I was in a bit of a panic since I did not sign up for a covid test at the airport like they used to have you do. 
     
    Apparently when I registered for One Health Pass I had to choose a lab for my test at that time, I just picked a random one it turned out that is the largest covid testing lab in the Philippines.  Padlab, Philippine Airport 
     
    Bacolod has dropped the S-Pass requirement now Talako, you can apply and you are automatically approved, at least that is what the system says for an unrestricted city.  I am still going to apply to Bago City's LGU with the proper address and information just in case. There is some infighting between the mayors office and another person in Negros Occidental right now one party says you need S-Pass while the mayor of Bacolod says no you don't need the S-Pass.  Either way in the system now it is showing green unrestricted and auto approve when you apply.  
     
    The lab will be here some time today to do my covid test since it's day 3, they sent me an email yesterday confirming my name, hotel, payment cash, card or paypal. The results are due by 6pm the following day, from what I have seen it's usually sometime the next morning and you can show this to the hotel and you can go out and about like a normal person while you wait for your flight to another island if you are not staying in Manila.  
     
    EDIT: Forgot to add the quarantine info for Tempx3, I grabbed this from another post I made.
     
    There is a 3 day, 5 day and 7 day.
     
    You can get the 3 day  for fully vaccinated travelers and if you have a vaccination card that they accept and you must have a covid test taken within 72 hours of arriving. Upload both your vaccination card and negative test to the One Health Pass system 24 hours before your flight. Since I took my covid test the day before my trip my results did not come until I was already mid flight. I showed the BOQ person who was checking my information and he took a picture of the negative test and added it manually. He said you will have a 3 day quarantine with day 3 swab test.  
     
    5 day quarantine for fully vaccinated travelers and if you have a vaccination card they accept and without a covid test.
     
    7 day quarantine for unvaccinated or a vaccination card they can't confirm. 
     
    The funny thing about the vaccination card it all depends on who is checking your card in the One Health Pass system, it's not the person at the airport which I thought for the longest time. When you apply for your One Health Pass 24 hours before traveling you upload your vaccination card as well as your covid test if you have one.

    They have already started changing things, they have suspended the green list completely and it seems they are adding more and more countries to the red list as they go.  Just when it looked like they were about to open things up.  
     
    Researchers still need a couple weeks to tell if we need to worry about this one or not.

    You can also use momondo.com for search for flight prices as well, I use the site Justfly.com to watch how full the planes are getting for the flights I am thinking about purchasing.  
     
    Keep in mind Christmas, New Years and Easter are the most expensive flights to the Philippines, you will see prices drop off much more on other months. If you can fly during the week to and from the Philippines you can save some money.

If you are asking about a tourist visa they have not re-opened yet, December 1st they are opening to the green countries but there are some stipulations to arriving here.
