On May 22nd, I sent an email for expedite request. May 24th, i got an email saying "Your request for the expeditious processing of this immigrant visa petition is currently under review.  You will be informed of the results when the review is completed."

I called NVC today and the representative said that they have submitted the request to the US Embassy in Manila.
Anyone knows how long does it take for them to approve or deny an expedite request?

It can take up to three weeks, but I have seen that they are reviewing documents a lot quicker than that. Good luck!

By entering your NOA1 date into your profile on visajourney along with the processing center, they then give you an estimate range. Also from the USCIS website potomac processing time is 9 to 12 months.

Yes, you can. As long as you meet the three year requirement as a permanent resident married to a US citizen. I filed for ROC on March 2017 and submitted N-400 about a month ago. They did my Biometrics last week and now I'm waiting for both cases. Also, I made Infopass for the I-551 stamp. The officer told me that my I-751 hasn't been adjudicated yet (so, keep waiting) and that since now I have two cases pending, the N-400 "might delay" the I-751 "a bit". I'm not saying it would be the same for you or anyone else, but I'm just letting you know that if you get an infopass after applying for naturalization, that might be one of the possible answers they will give you. Finally, she stamped my passport with the I-551 for one year "since the I-751 should be done in about a year".

Again, yes, you can apply. Just check out the requirements for N-400 on their website to be sure that you're eligible. Also, If you apply online, the system will ask you some questions to tell you if you're eligible. Then, it will let you fill the application or it will tell you that you shouldn't do it.
