The K-3 has been virtually dead for a long time. People apply because it is still "on the books", but almost all K-3 (I-129fs) are closed administratively. They continue as CR-1 spousal visas.

It’s obsolete as It was replaced by the CR1 visa. There are some unicorns that get approved here and there but vast majority are denied. Most people file for it along I-130 petition for the CR1 to see if the K3 denial nudges I-130 approval.

This is hard to predict, but from what you said, it appears she has fairly strong tie to Indonesia.
I would put self financed. You can work out the financials between yourselves afterward.
She has to disclose any relatives currently in the U.S. As to purpose for the trip, it sounds like she is taking a vacation.

I don't know for certain, but NVC is more of a clearing house to make sure the required documents are uploaded, it does not make decisions of visa eligibility. I agree with @milimelo, once the case gets to NVC, you can delay it indefinitely as long as you make contact (such as accessing your case) at least once every 12 months, so wait until you are close to fulfilling the HRR before proceeding, and the consulate will make the final decision.

Delay submissions to NVC until you're within 5-6 months out from finalizing the 2-yr requirement. They will not issue an immigrant visa until 2-yr HRR has been completed.

I agree with the others, work more on her English skills, many community colleges have very reasonably priced ESL classes (my wife used those), and then file a new N400.
