So you filed after meeting the first time, which you met when you were still married, then after you got divorced you went to see him again before his interview? 
 
Your case wasnt denied, it just wasn't approved. It was sent back to the USCIS where your NOA2 has likely expired now so your case has expired as well. 
 
My fiance was put in AP for 14 weeks then this happened. We don't know why either. 
 
You probably wont ever know why. You can guess why, maybe based on the questions they asked him at his interview, if they were focused on a particular area. You can file a FOIA request to get the notes the consulate officer made at the interview which may help you figure out why, but that takes time. 
 
It will be several minths for your official "your case has been sent back to the US and is expired" letter to show up at your house so only you and your fiancé can decide what to do next. Usually it's suggested that you spend more time together, go to his country to get married and file a CR1 but I can understand your apprehension and difficulties given that he is in Afghanistan. You could consider marrying in a third country, but it would be beneficial in the long run to show you met his family and had their approval, etc too. 
 
Once the shock that you arent actually getting your visa goes away (it's been a month since I found out) this just becomes your new level of normal until you decide what you want to do next. Feel free to send me a message anytime. I'm so sorry you have to go through this. 

My fiancés interview was Jan 29, he received his visa on Feb 6.

Got back from Sydney Consulate last night. Visa is approved!! 

Ahhhh my interview is tomorrow. So nervous.

Thank you so much, it means a lot to me knowing that I have so many people pulling for me. Hopefully, everyone's prayers included with my own will bring you my approval very soon. 

Today is Day 187 for me. I am beyond frustrated, but I am traveling this weekend to vacation with my fiance. I'll be out of the country for 3.5 weeks. Despite the frustration, I'm so happy to be able to see my fiance, since I haven't seen him since May. This will likely be the last time I'll see him until he is in the States. I've decided to enjoy my trip and time with him. In the likely event that I don't hear from USCIS by this Friday, which would make it Day 192, I'll file an inquiry. So, by the time I get back, I hope to have a response to our case. Unfortunately, if I'm approved or get an RFE, I won't be able to respond until I get back. Either way, am so happy to be spending the holidays with the love of my life. I'm also optimistic, that he'll be here in time for our wedding ceremony. Originally we planned for August 2018 but, with USCIS moving less than a snail's pace, we opted to move it back to November 2018 to ensure everything will be processed and he would be in the States. 
 
I'll let you guys know if a miracle happens and I get a USCIS response before I leave. If not, just know that I'm enjoying with my fiance. I and he has forbid me from stressing out about this, while I'm on my trip lol!!!! For any May filer still waiting for NOA2, I pray our wait will be over soon.
