INTERVIEW WAIVER CHECKLIST
If you can answer “yes” to all of the following questions, you qualify for our Interview Waiver. You will need to schedule a date to drop off your application at a Visa Application Center. Please log in, create your profile, proceed with your application, and print one copy of the appointment confirmation page. Drop off your passport along with the listed documents mentioned on the submission letter at one of our 11 service centers on your scheduled date.
Eligibility Criteria for all applicants except child below 14 years of age and applicant above 80 years of age or older:
I have a previous U.S. visa in the same class as the visa for which I wish to apply My most recent visa was issued in India I received my visa after January 1, 2008 My prior visa is not annotated “Clearance Received” or “Department Authorization”. My most recent visa (in the same class for which I am applying) was issued on or after my 14th birthday My most recent visa (in the same class for which I am applying) was not lost/stolen or cancelled. I have no refusals for a visa in any class after my most recent visa issuance If I am applying for an H or L (individual) or R visa, my prior visa in the same class is still valid or expired within the last 12 months.  

Usually if they give 3 months single entry there is some kind of flag on the case, but not big enough to deny the visa. If it expires without use he can apply for another one.  
 
The expiry date on the visa is the last date he can use the visa to enter the US, but it is up to CBP at entry to decide how long to allow him to enter for, up to 6 months. 6 months is still most common but I have seen reports of 1, 2 and 3 months being granted. I would say, with a short duration single entry visa he will almost certainly be asked about his stay by CBP so ensure he has proof of his ties to go back to India with him in case he needs to show them.

Visa's are only valid for a certain duration and have to be renewed, reapplied, I think India allows you to apply to renew without interviewing?
 
Presumably when he applied his plans were different.
 
Duration of stay is determined on entry.
 

What dates did he put on his application that he intended to travel?
 
The visa expiration date is when he can enter the US by.  CBP will determine how long he can stay.  In your example, he can enter on June 25 and get up to 6 months.  

Why apply so early if he’s not ready to travel in the near future? Let it expire and apply again. No guarantees they’ll give longer length visa next time- may even be shorter. 

Question: Are you both Hindus?
If so then you must perform Hindu wedding ceremony and then only you can apply for Marriage certificate from your local municipality. In that application it asks for Priest's signature who performed your ceremony along with one or two pictures from the ceremony. I suggest you look up Hindu marriage act, there are no court marriage in India for person of same religion, if you both are same religion you must perform ceremony first. 
 
One thing you can do is that perform a small ceremony right now, take bunch of pictures and than apply for your marriage certificate and file your petition based on this. And later when you are ready you can do typical grand wedding......but if your interview is scheduled after this grand wedding takes place be ready to explain if CO asks about it or if they do any deeper checks!
 
I have been through the whole process just last year. 

You will go through immigration at the first US airport you land in or if you do not have a direct flight and you layover at a pre-clearance facility (Canada, Shannon, Dublin, Abu Dhabi) you will go through it before you get on the plane.  Just ask the CBP crown control officers which line to enter.  The US does NOT have an International Transit areas so EVERYONE goes through the admittance process.

Won't hurt trying but it's a 50/50 chance really. If they cancel the F4 visa for his father, it still shows that your cousin had immigration intent even if the legal pathway is gone. By going through the hassle and withdrawing your uncle's application after he's been waiting for so long, it does make your cousin (or his family) look like he's desperate to move to the U.S. Just a few thoughts how the CO might see this.  

If you know what consulate your child will interview at then write city of where that consulate is located at in 62A. 62C would be Philippines. 

Are you sure you didn't type in a wrong case ID first time you checked?

One more thing to submit is an affidavit from someone close to you who attended the wedding basically stating the details of the wedding.

So I just got the news from rep at NVC this morning about my interview scheduling in March at Mumbai consulate. She said I should be getting an e-mail in about a week time. Do we have to wait to get an e-mail before we can schedule for bio metrics and medical or can we schedule right now?

Indian mailing address. You get the choice for home delivery or pickup in several cities in India. If you chose home delivery, the address mentioned here will be used to deliver your passport and other documents.

I don't think this is something new. NVC has been doing this for while. This information is also on state department's site

I would say wait till you get your NOA1 and than call them with your receipt number. It is likely that they will ask you to re-submit I 130 form with new passport copy. 

Congratulations! I didn't know they schedule in middle of month, I thought they only do scheduling at end of month.
