Sort of. Anybody can apply for anything, whether they qualify or not. However, if the new immigrant actually receives a means tested benefit, their sponsor is under contract with the Federal government to repay the benefit. The petitioner is first in line and joint sponsor second in line to be collected from. If no joint sponsor, then the petitioner is the only person to collect from.
That's the whole purpose of the affidavit of support, to show that the new immigrant has a means of support other than the US taxpayer. Ask your petitioner/spouse to read the section of the affidavit just above their signature.

I recently received my IR1 visa and wondering if I would be eligible to use Medicaid and some other federal help in case of need. I do not plan on completely relying on that but everything happens and I just want to know my options. I'm asking because I had a co sponsor and on the affidavit of support it said that if I will apply for any federal help my co sponsor will be held responsible for that. I am planning on enrolling in community college and might need to apply for tuition aid, am I eligible to do that? Can I apply for scholarships and such since I had a co sponsor for my visa? I don't want to cause my co sponsor any financial trouble so I'm just trying to make things clear.

You can't apply for Medicaid as you don't qualify for it until you've been an LPR for five years.
For medical insurance find a job that provides one or get It through exchange for your state (Obamacare).

It's all in the attitude. She can't hold on to things from back home. Now she's in America and she has to embrace the culture and atmosphere over here. I've lived in several countries all over the world and the people who have the hardest time adjusting are the ones that cling on to things from back home; food, culture, language etc.
I immigrated to the US in April 2016 with my husband in prison. I had to find a place to live, get furniture for the apartment, buy a car, get a Texas driver's license, get insurance etc etc etc all by myself. Within a month of moving here, I had a home, new friends, a job, a car and everything in place. I literally picked up from Sweden, moved halfway around the world and continued my normal life in the US with little disruption. I was able to do this because before moving here, my husband and I had a long discussion and decided together that me moving to the US was the best decision for us at the time. I then decided to keep an open mind, be positive and do the best of our decision. One year and five months after immigrating to the US, I'm now at the top of my career and my husband and I are building our dream home.
Again, it's all in the attitude. Sitting at home feeling sorry for herself and thinking about back home all the time is not gonna help. She needs to focus on the good things over here and all the things she can accomplish here. I always tell my husband that it doesn't matter where we are in the world, as long as we're together, we create our own sunshine.

moving to the new country and new life would be crazy. I moved into US 7 weeks ago. I moved in because I will do anything for her and I was determined. All i needed was to see her happy and i moved here.
Since I moved, I had to give up my high paying job as I was managing the company and I was growing every day. As i moved, i am home all day trying to understand the culture, roads, weather, traffic signs etc etc and tons of other things. Everything is super expensive and just the god damm conversion rate is crazy.
I have nothing to do other than to read, cook, clean, wash. I had CR1 visa in my passport but no one gave me job coz they wanted green card copy. Now i have green card and i cant find a right opening or job which is near me. I dont know how to drive so first time in my life i am learning how to drive because i was always driven by office car earlier. i have offers from places which will take 3 hrs by bus.
From managing a business and running it, I have taken a job to clean a bathroom on weekend, fix the lawn of neighbors and in weekdays offload the big boxes at warehouse. NOW I AM NOT COMPLAINING AT ALL - I WILL TAKE EVERYTHING WITH SMILE FOR HER (EVEN A BULLET),
I am not doing these odd jobs for money. I am doing these odd jobs to keep myself occupied and to know people and to be able to buy her some flowers every weekend and spoil her with my love. Seeing her smile, Everything seems fair and worth.
Other than these odd jobs and household chores, I volunteer, I go for long walks, i bike around, i take photos (we have lovely sunrise and sunset) and I try to find a job that i like. I am also freelancing for few people in the neighborhood and help folks in the neighbourhood with the computer issues. This way, I am building my life and being loved. This way I can see my wife smile and feel proud of me.
But if your wife doesn't have a strong head it's going to be hard. May be she can keep herself busy by studying or joining the hobbies she loves. May be she can join a gym and make new friends, visit library and book clubs,
You thought the visa process was difficult, no wait the adjustment is going to be rougher. It takes a good year for people to adjust.

i was almost stopped at POE when I was at abu dhabi airport. My minor arrest showed up and they asked me if I have mentioned that at interview. Which of course I mentioned my arrest. I also had papers from court. He verified my packet and it was clearly mentioned in my application that I had an arrest and it was disclosed.. he let me in then.. best way to avoid this situation is disclose everything in your application..

Yes, it's certainly possible. And only USCs are guaranteed admittance at POE. But being denied with a valid immigrant visa being used for the proper purpose is by far not the norm.

It's not "normal", but it's not unheard of either. They only do so if they discover a reason why you are not eligible to use the visa.
How "easy" it is depends on the embassy and individual you get a hold of. But you can contact the embassy to request that they fix the issue and issue a new visa.
As noted above, only if it was not disclosed or it occurred after approval.
