  4. I'm not sure what you mean by that. To USCIS, "Consummation" merely means being in the same place at the same time during or after the marriage ceremony. Evidence of your bona fide marriage, at this stage, means your marriage certificate and evidence of time spent together. Couples living in different countries are not expected to have joint property, joint bank accounts, etc.

  7. Possibly. Contact the consulate and ask if they will process your case. Do not submit an I-130 to USCIS until you know their answer.

USCIS will contact you in writing if any additional information is necessary to resolve your case. This notice is not an approval of your pending application, petition, or request."

  16. I've gotten it 3 or 4 times again in the last couple days. I don't see a pattern. Luckily, I can now rapidly delete "the" individual browser cookie which always resolves the issue....until the next time.

  20. Not a stupid question at all. If you are inside the US, no fingerprints and no passport photos required. Form I-751, Petition to Remove Conditions on Residence (uscis.gov) We did wife's I-751 ourselves....no RFEs.
