A Shengen Visa is almost a sure thing for US Residents. He could have easily applied and received one. 

That's correct. He won't need a transit visa if he's only in the Paris airport to switch planes.

yes,  as he would have to leave the securty  area actually then be in Spain so to speak (cousin can not get in to where he changes planes) and that would still mean he needs Schengen visa as advised above
to go back thru security and on connecting flight

No, Spain does not require a transit visa for Moroccan nationals, so he should be good to go as long as he does not leave the airport. 

Moroccan nationals who have a green card still need a Schengen visa to enter Spain.

I believe you can go to the Delta site and they have a tool that allows you to check visa requirements.

many air lines or (countries such as Canada) require transit visa even to change planes
and trust me a lot of travel agents dont know the answers to transit visa,  internnaitonal driving license and what countries require visas ( when not a US passport) other questions as i have asked an agent and they say check with embassies and airlines and i got our round trip tickets cheaper than travel agent by over $150
 i bought once thru travel agent and check every time we travel but i can do better on cheapoair,  lilligo and online sites

To be clear, there are a number of countries that waive visas for US green card holders but none of them are in Europe.

Wants to visit Spain and he is Moroccan citizen?
Moroccans needs visa to be able to travel to Spain, even if is only for tourism.
His green card won't make any difference if he travels there without a tourist visa stamped in his passport.

Check with a travel agent to be certain but it is my understanding that he will need a visa.

As I'm beneficiary spouse, I and my USC wife had already submitted I-130 and I-130A to USCIS. During it's pending,  it affects or not if i change new job ? thanks
