    Visa valid for entry on that date. Up to CBP after that.  Phd unrelated to B2 entry, bf carries proof of ties to cambodia.

    And those violations (previous B2 aos\cos) raise the bar for other genuine applicants to get B2s.

    Correction for above.. you didn't apply, they did. 
    He can apply any time (condition laid out by IO has been met).

    Things getting screwed happens on occasion. Visit local SS office and reapply for a new card if one isn't in the works.

    Sue them for what?  USCIS is well within it's right to seek answers to ensure those seeking immigration benefits are eligible. You might very well have a bonafide relationship but the interviewer doesn't know that. USCIS knows people fake sham marriages for a green card.

    Is your family (assuming muslim) ok with you dating and co-habiting with someone twice your age? If so, you apply for a b2 and find out.

    Working illegally can be caught, and\or overstaying puts an individual at risk of being prosecuted, and potentially deported.

    If wife intends to immigrate to the US, CR1 visa is appropriate, 12-mo process on average, and December approval seems unlikely. There are no certainties with immigration, and there are inherent risks with marrying on overseas spouse. 
     
    She could apply for a B2 visa but no guarantee she'd be approved. Even if b2 is approved, she cannot use that to enter the US to be petitioned for a spousal visa. CR1 interview should be in Kyiv. Better to begin her petition sooner than later.

    Irrespective of a 3- or 10-yr ban, wouldn't be easy approval for another b2. Why would a CO trust someone who wants right in as soon as a previous overstay ban is ending?
