    As others have stated you did not mention anything that sounds like fraud- however if you have proof (which it seems you do) that she lied in a court for benefits; and you present this to FDNS she may have a very hard time doing ROC. ROC requires her to make the sworn statement she entered the marriage in good faith. When there is proof the person has lied before to police, courts, magistrates etc - they are assumed to not be able to make such good faith statements.

    GD, I agree with you to about the great Islamic accomplishments in science, math, and to a point, tolerance.
    Where we hit the bump in this road is the present.
    The precursor to ISIS was the taliban, neither seem very interested in science, the arts, or tolerance.
    New Salafist terror groups are morphing every day. What happened in the past is past, self-blame and doubt are non-productive.
    Does anyone have any doubt that Salafists with WMD's would hesitate to use them ? The "balance for terror" doctrine breaks down...
    I don't think the West fully appreciates the scope of the danger, nor what to do about it. Tragically, we eventually will...
    The IS took just over a major airport in Libya with major tactical implications. Not to take decisive military action to take out those planes was, and is, an act of lunacy...IMHO

    One of the ways police departments have armed themselves in recent years is through the Defense Department's excess property program, known as the 1033 Program. It "permits the Secretary of Defense to transfer, without charge, excess U.S. Department of Defense (DoD) personal property (supplies and equipment) to state and local law enforcement agencies (LEAs)," according to the National Law Enforcement and Corrections Technology Center.
    The 1033 program has transferred more than $4.3 billion in equipment since its inception in 1997. In 2013 alone it gave nearly half a billion dollars worth of military equipment to local law enforcement agencies, according to the program's website.

    One more note: I also went to 'wilki' and found that in 1994 Congress passed a law mandating reporting this police shooting data to the US Attorney General.
    To date, 1994-2014, this data has never been reported to the AG, nor has the AG's requested police compliance
    I wonder how many lives to date would have been saved had the lawmakers and the law enforcers had obeyed the law ?

    The nation's leading law enforcement agency collects vast amounts of information on crime nationwide, but missing from this clearinghouse are statistics on where, how often, and under what circumstances police use deadly force. In fact, no one anywhere comprehensively tracks the most significant act police can do in the line of duty: take a life.
    "We don't have a mandate to do that," said William Carr, an FBI spokesman in Washington, D.C. "It would take a request from Congress for us to collect that data."
    Congress, it seems, hasn't asked.
    The FBI, which has the power to conduct civil rights investigations related to any questionable use of deadly force by any law enforcement agency, has produced at least one report analyzing shootings over several years by its own agents.
    In addition, the agency tracks the total annual number of "justifiable homicides," acts it defines as "the killing of a felon by a law enforcement officer in the line of duty," but that only covers people shot while committing a serious crime and the data aren't broken down by agency. In 2010, that number was 387, down from 414 the year before.
    While the agency collects, reports, and analyzes murders and assaults where police are the victim, Carr said budgetary concerns would likely preclude collecting such detailed data on shootings by police.
    Everyone from the Justice Department to the International Association of Police Chiefs to local and state police agencies have guidelines or policies on use of deadly force. But seldom do they try to quantify and analyze trends.
    Some, the Los Angeles and San Diego police departments among them, do analyze shootings involving their own officers.
    The Metropolitan Police Department created a statistical breakdown of officer-involved shootings between 2003 and 2008, listing data such as the age, gender, and race of officers and of shooting subjects. Following controversial incidents, the department did a similar breakdown for 2010. But neither report offers any analysis or draws any conclusions from the numbers.
    The American Civil Liberties Union said police aren't required to publicly report officer-involved shooting information to anyone, but recently a judge ordered the New York Police Department to release that information to the New York Civil Liberties Union.
    The NYPD fought disclosure, arguing it would violate the privacy of the officers and reveal investigative techniques, said Molly Kaplan, an American Civil Liberties Union spokeswoman.

    Investing is a good analogy. Here's an tip from an trader/investor put a 'stop loss' on the relationship. Meaning protect your gains, by putting a 'stop loss' on a stock, usually 10%. If the stock drops 10% an automatic 'sell order' is put in.
    I chased saving a relationship for three years, I did everything I could do to save it. In the end, she called it, ironically, I was most angry at her for wasting three years of my life, by being coy about her real feelings or intent. We're still friends, but at a distance and I'm happy.
    If your husband balks at taking you seriously, then a vacation for you will give you time and space to mull over your options.

    I concur with the above assessment .....no 1040 for 2013...is a big problem.
    I had no income because of my tax free status...my 2013 IRS document #1040 read $0, but it was submitted along with my public safety retirements documents and my VA award reflecting their nontaxable income status, yes I sent documents and a cover letter ...passed no problem in the Philippines. Get your 2013 taxes

    My friend who's Vietnamese and lives in Boston had an arranged marriage to a girl from San Francisco. It appears she has a similar condition, she refuses to leave the house, clean the house, to learn english, take care of her baby etc. His life is a living hell and it has been ten years.
    Think, if you bring children into this world, how would manage their safety and well being ? Maybe you need to sit down and talk to a professional, as it seems 50% hate and 50% love don't add up to 100%. I'm not being critical of you, but simply pointing out you seem stuck in a loop.

    Hank, I just got off Skype with my fiancé who had her successful US Embassy Manila Visa interview today. She told me that she was asked twice about her engagement ring, once on the Phil side of paperwork processing and the second time during the American CO interview. Both were very friendly and when she asked if they wanted to see the jewelers receipt, he smiled and said no.... 'Your Approved'
    I'm not sure if it means anything, but I suspect given her observations that wearing an engagement ring is an effective 'ice breaker' for both parties during the interviews. But as you mentioned not a deal breaker

I'm fairly familiar with the legal process of divorce, IMHO, the clear and present danger is you are living in the same house together in an atmosphere that is poison. As others have pointed out, the greatest danger is her obtaining a 209A restraining order and having you thrown out of your own house. In most states these orders are issued 'ex-parte', without the knowledge of the other.
    Since she is not talking to you, you can be sure she's getting 'victim' pointers from her new friends and possibly family.
    What would I do ? Hire a competent attorney. A 209A can work both ways, you mentioned you were in your 60's. If you're legally considered a senior citizen, abusive behavior can swing in your favor, especially with the timing and age difference. What ever you do, do not leave the marital home. Do not feed into her anger. If she is pushing you into a confrontation, verbal or otherwise, go to a safe room in the house where you can lock the door. Let her pound on the door all night. Your ace in the hole is recording video of the abusive behavior, observed or spoken. Every time that video camera is pointed her direction it will send a large cease and desist message. If you possess any firearms, get rid of them, transfer them to a friend. Be pro-active not reactive...
