I-751 Filing Address

Can someone confirm for me that this is the correct address to file a I-751:

USCIS
P.O. Box 21200
Phoenix, AZ 85036

I got that from here: https://www.uscis.gov/i-751-direct-filing-addresses

But that is different from what it says here:

Just want to make sure I don't make any mistakes.

One additional question: How long does it usually take to get the first response on the I751? We want to go to Russia in a new months to visit family and want to ensure we will have it by then for travel purposes.

Have any other wives of Russians (and/or other similar places) legally changed their names to the Russian traditional female form of the last name? Example - Pashkov/ Pashkova?

I am wanting to legally change my name, but unsure if I will be able to change it to that form or it will be the exact same as my husbands. :)

Thanks!

Moving CR-1/IR-1 to a third country

My wife case is in NVC waiting for an appointment since May 2020. She is Russian and we selected Moscow consulate. The Moscow consulate is currently closed and it doesn't look as it will be conducting routing interviews any time soon. Out 2 years marriage anniversary is in mid April this year.

What are the disadvantages of moving the case to a third country consulate? We are considering consulates that seems to be open enough to conduct even B visa interviews (e.g. Greece/Athens, Tajikistan/Dushanbe, ...)

Should we wait for our 2 years anniversary, is it a better chance of success after it when we move to IR category?

I'm living 50/50 in the US and Russia for about a year now if it is relevant.

Health insurance during AOS

My wife was one of the people stranded in US during COVID, so we applied for Adjustment of Status from her B2 Visa (I am a US Citizen). At the same time, knowing that she won't be going back, I added her to my health insurance (there is an option to specify that the person does not yet have an SSN). We filed our AOS/EAD forms back in September, got I-797 confirmations (with MSC prefix, so looks like National Benefits Center) but nothing else so far. What worries me is that looking at the timelines on this website, it seems to imply that NBC has completely stalled their processing so I have no idea how much longer it will take. In the meantime, I need her SSN both for our taxes (I'm planning to file through local office that would submit an ITIN application at the same time) and for her health insurance, which keeps bugging me to provide them with her SSN and threatening to remove her from the plan if I don't. I explained the situation to them a couple months ago and at first they seemed to be understanding, but now they're back saying the same thing.

Aside from providing them with all of our USCIS paperwork and explaining that it's a very inefficient and tedious process and that we're kept in the dark the whole time, I don't know what to do. How do others handle their health-insurance situation when in this situation (since it's required by law in US)? Can health insurance company legally deny her for USCIS stalling? I should also mention that so far we've only used it for routine annual appointments (vision test, physical, dental cleaning).

I am preparing my evidence of time spent together in person and commingling of our lives together.

I don't feel affidavits are that strong of evidence, but I will get some and include them if they are going to help.

Currently, I am including:

1. Cover Letter

2. Our Story and Timeline

3. Evidence of where/ when we met (cruise ship)

4. Trip to Turkey

5. Trip to see his family

6. Trip to Mexico Got Married!

7. Marriage Photos

8. Note from Insurance company with knowledge he is my spouse and he will be added to insurance once in the US.

9. Screenshot of him added as my beneficiary to my life insurance.

10. Note from Apartment Complex with knowledge he is my spouse, and he will be added to my lease once in the US.

11. Chats/ Communications

12. Explanation of Withdrawal of I-129F, Decision to get married sooner.

Any suggestions?
