US Immigration from Canada

For report of marriage in US we had to go to the New York City consulate due to us being married and living in Pennsylvania. Washington DC would've been closer and easier but somewhere we were instructed we had to go to NYC.

Now we need to go again for an affidavit of support and consent and special power of attorney for a minor child getting a new Philippines passport. Can we go to any Philippines consulate or embassy for that, or is it based on state like the record of marriage?

One of the questions asks if you've ever been arrested or detained by any police including immigration officers:

 Have you  EVER  been arrested, cited, or detained by any law enforcement officer (including any immigration official or any official of the U.S. armed forces) for any reason?

What does this mean exactly? If you were held at the border for suspicion while you were just a visitor (non green card holder) and questioned for a couple hours and fingerprinted, but then were allowed entry - does that count as a yes on that question?
This was over 10 years ago as well.

Because then in a later portion it asks for evidence:

 Information about your arrest(s) If you have ever been arrested or detained anywhere in the world, by any law enforcement officer, for any reason, and no charges were filed, upload clear images of these documents:  An original or court-certified arrest report An official, certified statement from the arresting agency or applicable court confirming that no charges were filed

...but I was allowed entry. I think they stamped my passport at the time with a 2 week visa, but that was it.

Just got my extension letter. Do we now have to carry this everywhere we go (when not travelling) along with the green card?

is a divorce order/decree ok to submit to nvc? Or does it have to be a certificate?

Hi. My husband received his green card a few weeks ago and we are planning to drive to Canada to finally retrieve his belongings. We have our passports, his green card, and 6059 Customs form filled out. We will also be making an itemized list of each box of belongings before coming back across the border.

Would love to hear any experiences or best ways to be prepared to cross the border back into the US. We will just be filling our car with his belongings. Thanks!
