Police believe the motive was to leverage their status as crime victims to apply for a U nonimmigrant visa, known as a “U visa.”

 

Investigations revealed that the robbery was part of a larger scheme involving insurance and immigration fraud. The charging documents indicate that not only was the robbery staged, but several other similar incidents occurred across the area, implicating multiple individuals, including store clerks.

"Purported Robberies Were Staged" to Support "Fraudulent Visa Applications"

 

CW-1 said that each victim paid PATEL $10,000 to take part in the staged robberies for the purpose of receiving "papers." {CW-1 later clarified that by "papers" he meant green cards or visas.} PATEL knew the store owners and the store owners allowed their respective stores to be used for the staged robberies. CW-1 understood that the store owners were fully aware of the robberies. PATEL paid each owner $1,500 to $2,000 to use the store for a robbery.

 

CW-1 said that during most of the robberies, CW-1 communicated with PATEL via a Bluetooth headset. During the staged robberies, PATEL would be in contact with the target store's owner or an employee who would notify PATEL when the store was empty. PATEL would in turn instruct CW-1 to go inside to "commit" the robbery….

I have seen cases that stuck me as very dubious but without this level of investigation, so open to fraud what did you expect. see also VAWA, SIJV, Asylum, well the list goes on.

 

I have always wondered what the thought process is when designing such systems, surely they must realise what they are doing?

It's only when in US, that if you witness or are a victim of robbery, that all of a sudden, you want a U-visa. 

 

First of all, if you're a tourist, how'd you even know about it? 

Second, if you get robbed, isn't your first priority to move on or leave the country? Tourists get robbed in other parts of the world too. Do they then ask the host nation for a visa? The True Geezer (the dude who's curently on the news for running the whole length of Africa), or whatever his name is, was robbed in Angola in one of the legs of the races. Did he demand any certain visa from Angolan government?

How'd you even know the person that robbed you was a USC or even legal??

 

Citizens of those countries also get robbed. Should they demand free rent from the government for a while year since they don't qualify for visas?

 

One lady witnessed a crime and was asking if it qualifies her for U-visa. Another's illegal father was working at a job (illegally) and was punched by a coworker. She's asking for U-visa. 

 

My conlusion is that most non-immigrants come to US with sense of entitlement. They're also coached.

I think, if there was any actual thought about the consequences, is/was that most people are honest, and any fraud would be minimal.

Interesting.   I’ve wondered in the past if this was a fraud strategy, since, like VAWA, the U is a much abused route to GC.

U visa and VAWA are all over on Rediit..."I fell down ON AMERICAN soil. Do I qualify for VAWA?"

Domestic violence also qualifies for U visa with both partners being undocumented. The abused one gets LPR status for cooperating with investigation.

So are you saying the couple that got robbed and saw the robber being shot… can they request a U visa cos they witnessed a man get shot?

I had heard it was someone not involved in the visa fraud scheme who shot the person, but that person was a felon and should not have had a gun.  The story I found is pretty poor in details so it was not clear who did the shooting.
