My friend, on an H1-B visa, is currently unresponsive in the ICU following brain surgeries. His parents are from Iran and they had applied for tourist visas before this incident; his mother's visa was approved, but they awaited his father's approval (clearance) to travel together. It's been over 10 years since my friend visited his parents due to the visa challenges. We have a hospital letter for the embassy. How can we expedite his parents' visa process to visit him in the US? Or any advice regarding this situation?

All that they can do is request the expedite and provide the supporting documentation from the hospital.   
 

Unfortunately, the U.S. has no diplomatic relations with Iran, and an expedite will not circumvent the required vetting and background checks.
