Is it possible to be interviewed at Montreal Consulate in another language, NOT English and French

Most likely that depends on if they have someone available that speaks that language, but I would not count on it.

It’s not possible to have someone available to speak the language in US Consulate Montreal. Is there a way we could change the consulate to where they are originally from? Sorry if my question is stupid. We want to prepare before it’s too late. In my parents case, the I-130 form has just got approved. No further steps have been started.

Does Canada not have a language requirement for citizenship, like the US does?   
 

What is their plan to learn English?

Why isn't it possible? Is it such a rare language you cannot find an interpreter? You should look into it, it may be possible to find someone...

They will need to be interviewed in the country where they are residing, so no, they can not interview in a country where they don't live.

You will need to arrange for an interpreter to go with them to the consulate and assist during the interview.

Thanks. So we are not going to look into changing anything else regarding the interview country. Am I able to go with them? Or any of my siblings would be okay to do this?

I can't say anything about Montreal specifically, but when I was an LPR in the UK trying to get a B1/B2 at the London embassy, my IO called up someone else to talk to me for a few seconds and he spoke my native language fluently with an easily identifiable American accent. I inquired about it after he was satisfied with my answer, he smiled and said there where translators for every language. 

It may have been because the embassy in London was a large one but who knows. If your parents speak a language that has a large enough presence in the country, they may accommodate them.
