So it does not say “at NVC”?

IMMIGRANT VISA APPLICATION
At NVC
Immigrant Visa Case Number: ACC

If you case is processing electronically, please log into your CEAC account at ceac.state.gov/iv with your NVC case number and 16 digit Invoice ID for case status and to learn what steps you must take to advance your case. Disregard the instructions below, they do not apply to electronic processing.

If your case is processing on paper (you mailed paper documents to NVC for review), then the case status and instructions below apply to your case.

Please follow the instructions you received from the National Visa Center (NVC) that list the six steps you must take before NVC can schedule your visa interview appointment. This includes submitting to NVC various fees, forms and documents. Once NVC has received all the required items, they will let you know if anything is missing or incomplete. You can also find these instructions online at http://nvc.state.gov (English) and http://nvc.state.gov/espanol (Spanish). You will find contact information for NVC at http://nvc.state.gov/ask.

yes it does say AT NVC ( Then that small box pop up with that writing that i pasted before)

Okay, so you can ignore the box because it has inaccurate information. “At NVC” is all you need to know, at some point it’ll change to “In transit” when it’s en route to the consulate and finally “Ready” is when you can start filling out DS-160, pay fees etc. Be aware that Ghana has a substantial backlog so you’ll probably be at NVC for a while.

Hi Gary. We just completed the process Nigeria. Not sure how they differ but once the NVC said Ready was when we completed the DS-160 form together. I printed the final forms for my beneficiary and shipped to him along with other documents that he needed i.e-bank statement, recent taxes etc, that need to accompany the i-134. Once the case was in transit I emailed the consulate 10 days later asking if it had arrived. Once it said ready we tried to schedule appt but had some glitches with site. My partner called embassy and he was scheduled. Not sure if it's the same for your consulate.
