Student F1 Visa denied at Interview, new DS-160?

Hoping someone can help:

 

My sister in law was denied a F1 Student Visa at the interview in Manila. I understand we don't need to pay the SEVIS fee again as long as its within 12 months. Does she need to create a new DS-160 on CEAC Again? or can we just schedule a new interview at the embassy and pay the $160 fee?

Why is she interviewing again, after the denial?

 

If she was denied due to immigrant intent, unless something big has changed, she will have the same result.

No. She was only asked 4 questions. He was speaking too softly behind the glass and my Sis couldn't hear him. She asked him to repeat the question and he stopped the interview.

Very much doubt she would get an approval next time.

1. Why is she not scheduling her own interview?
2. What ties does she have to her home country?
3. Where is she from?
4. How old is she?
5. What type of education was she pursuing?
6. Why did she want to come to the US?

 

Knowing the answers to those questions is key to she if it's even worth to reapply
