You can submit an I130 for your sibling, they won’t get the F4 visa for many years (~15 years).

No.  There is no way for your siblings to immigrate with your parents.

 

When a US citizen petitions for a parent.  Only that one parent can get an immigrant visa.  Derivatives are not allowed.  So, you must file separate I-130 for your parents.  Only they will qualify for visas.  The entire immigration process will take 1-2 years.


You can file for your siblings.  However, this will take 15 years or more.


When your parents get green cards, they can file for your siblings.

If your siblings needs care, you can file for one parent first and that LPR parent can file for the other parent and their children.  Or, your LPR parents can get Re-Entry Permits to go back home for up to 2 years to care for their children while they petition for them in the F2a category where the wait is 1-2 years.
