  1. 1. Which filing method of the I-130 most likely leads to its processing at the service center having jurisdiction over your home state, if any?

    • Online
    • Snail mail
    • It doesn't make a difference whatsoever

It's Random (probably based on some USCIS algorithm of load balancing). I filed online.   Am from Texas, got my NOA1 from Nebraska.  It was reassigned after a day to Vermont (this is not considered as Transfer), got my NOA2 from Vermont.  The difference is online - you upload your docs (you have control - clear scanning, missing pages).  Paper file - USCIS scan for you (i read from others that some seen online are missing pages or missing).

Thank you! I'll add a third choice to the questionnaire (Doesn't make a difference) :)

As is said over and over ad nauseam here.....the service center your petition is batched to is unrelated to petitioner's state of residence, and it is unrelated to method of filing.

In other words:  say you live in California.  Whether you file online or via paper, your petition is just as likely to end up in Nebraska.

Sigh.

It's like a nursing board exam:  "Choose the least incorrect of all the incorrect answers."

No need to get smart mrs. nurse. You could've simply left your earlier comment and went on about your way...

not allowed to tell others how to respond

and that is not a smart aleck remark   / its kinda of one from nursing experience

OP,  to answer the question

i prefer online as mail and delivery depends so much on weather

delivery trucks and even airmail depends on whether or not they can get thru

look at all flights including freight will be grounded

right now the middle and eastern section of US are expecting a huge snow /ice storm event from NOrth dakota to Georgia to Maine

and your state is getting rain ,  flooding and mountain snow measured by the foot

your I 130 will be mailed to Texas but has to fly out over the mountains thru a mess

File online and it will go thru

Years ago it used to be vaguely based on where you lived -  certain states got Vermont, others got California - there were always outliers for those too.

It was disheartening being at the 'slow' one - which also used to swap back and forth between the two.

There was no online option then - but recently I did my Green Card renewal online and it was super fast and easy. And the online login interface a much better system than I remember USCIS ever having so I would vote to do the online option if you are asking which is likely to be the better way.

The Service Centers are assigned randomly. Your location or filing method has no bearing. They assign according to each service center’s case capacity. Online filing is most convenient since you get a receipt right away. Paper filing is most convenient if you’re wanting to stack your evidence and overwhelm the consiste by front loading. This can also be done electronically you’ll just have to reduce the file size.

I appreciate the apparent randomness of it all but the statement above doesn’t really make sense. If petitions were actually batched/assigned according to each service centre’s case capacity, all of the centers would all have approximately the same processing times (with a bit of fluctuation here and there). There must be some other logic behind where petitions end up or USCIS would simply allocate more to Nebraska, for example, to balance things out… that or they’re just lazy and continue to distribute them randomly between the centres without regard for capacity or efficiency.
