Hello, I am currently filling in the I130-A form and am a little bit confused about some sections.

1. For Sections Part 1- Information about you- 9.a to 9.b, what dates am I supposed to input?

2. I am currently in the US but will be going back to my home country in February- do I need to sign the form? We won't be submitting the I30/I30A application forms until after I have left.

Thank you!

9a-9b is the timeframe of address for section 8.  Last Physical Address Outside the United States.  If you are just here on vacation, the Date To can be 'PRESENT'.  If you are filing this after you go back, section 4/5 and 8/9 will be the same?  Unless of course, you are going home to another address (which maybe listed on your section 6/7).  But then again, the last address being asked on section 8/9 is one that you have stayed longer than 1 year - so it may not be listed from 4/5 or 6/7.  Essentially, write your historical addresses in order with dates.  Then the last non-US address that you have stayed for 1+ year is what you put in 8/9.

As for I-130A -   If you are out of country when your sponsor filed, your signature is not required.  But you can sign it too, again not required.  I had mine signed then he just scanned and emailed to me.

Thank you @hunny&me ! Yes i am just here on vacation from Dec to Feb and then i will be going back to Hong Kong afterwards. Does that mean for Section 4-5 I will need to put my partner's address that I'm currently staying at? We will be getting married at city hall in a couple of weeks and then start the CR1 process after getting the marriage certificate.

You are simply visiting the US so don't put your partner's address as your physical address. Fill out the form as if you doing it from your home.

There is no reason not to sign the form, so do it.  Think of all your answer as if you are completing the form from outside the USA.  The present tense question are to be based on the present information at the time of filing, not at the time of typing the answer.
