My husband had an immigrant visa interview yesterday. He is missing some documents that are supposed to arrive in the mail. They are his medical exam results, which are obviously being sent from the approved medical office, as well as our marriage certificate, which he forgot to bring to the interview, but they said its completely fine as long as we mail it to them. I just checked the case status and it says refused, even though these documents have not shown up yet, since it's the weekend and they'll probably arrive on Monday or Tuesday. Is this refusal something to worry about? I am pretty afraid because I would expect it to say pending or at least have some further explanation. Can anyone offer insight?? Thank you in advance!

No need to worry.  "Refused" status on CEAC does not necessarily mean "denied".  It usually means "not approved yet" until the consulate completes all pending tasks for processing the visa.  Unfortunately, the system isn't thoughtful enough to have less anxiety-inducing status options.  "Administrative Processing" was used before, but the Department of State dropped it in favor of "Refused".  Just wait around a week or so until the status changes to "Issued".

That's a relief, thanks. And I have a follow up question: does anyone know approximately how long it takes for the passport to be mailed back to you after they make the decision?

There is no such thing as a “pending” status. As above it is likely jist the temporary refusal that gets placed on the case until the documents reach them. Even after that it will not immediately change the day they reach the embassy. The next status is “issued”. 
 

How long it takes to get back after status change to issued varies by embassy.

It used to say Administrative Processing, nowadays it seems to say Refused instead. They're the same thing in your case. The 221g letter your husband received at the interview should explain it. My 221g letter specifically said that my visa had been refused, only because they hadn't received the medical results yet.

It varies.

Here is an example.

My wife lives in Dhaka and embassy is in Dhaka. She will get it in few days.

For people lives in near other major cities of Bangladesh, it can take upto two weeks.

Like people who interviewed from July 1 to July 13, they mailed them all out on the 14th July. According to my friend's wife interview. Since she lives in a different city than where the embassy is located.
